The City of Oxnards Community Development Department is seeking anAssociate Engineer or Civil Engineerwith strong technical knowledge interpersonal skills a customer service orientation and a history of effective partnerships and problem-solving to be part of the current Land Development Engineering Team.

NOTE: The salary range listed on this job flier is for the Associate Engineer. The Civil Engineer pay range is: $98210.94 - $147316.83 annually.

Effective the first full pay period of July 2026 the salary ranges for the Associate Engineer and Civil Engineer positions will increase by 3%. The new ranges will be $83357.46 - $136629.79 annually for the Associate Engineer position and$101157.26 - $151736.42 annually for the Civil Engineer position.

WHAT YOULL DO:

  • Provides engineering analysis review and comments on all phases of land development engineering plans reports and calculations; coordinates with developers and design engineers to assure proposed improvements conform with applicable standards policies and specifications; reviews engineering cost estimates; calculates and collects fees associated with development permits.

  • Lead the land development permitting process for assigned projects from start to finish. This may include preparation of permit packages project tracking through the permitting process plan checking updating internal/external staff calculating permit fees and issuing permits.

  • Under general supervision performs various professional level civil engineering work related to the planning design review and construction of land development improvement plans; identifies City requirements and establishes conditions of approval for land development; demonstrates a full understanding of all applicable policies procedures and work methods associated with assigned duties; confers with developers contractors consultants and representatives of other agencies regarding facilities and infrastructure development; assists in the training of lower level engineering positions; and performs related duties as required.

  • Provide counter service as needed to support Engineering Permit Technicians in the review and processing of complex encroachment permit requests.

  • Coordinate with the City Land Surveyor for the required review and approval of land surveying work product including but not limited to: maps legal descriptions and exhibits prior to recordation.

  • Reviews for compliance conditions of approval for all subdivision improvements and proposed developments and makes recommendations to the City Engineer.

  • Participate as a member of the Design Advisory Committee (DAC) and generate comments and technical conditions of approval for project entitlement.


Payroll/Classification Title:Associate Engineer orCivil Engineer

DISTINGUISHING CHARACTERISTICS:This position is distinguished from the next higher level class of Senior Civil Engineer by the latter positions complex project management and oversight responsibilities.


SUPERVISION EXERCISED / SUPERVISION RECEIVED:Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.


WORK SCHEDULE:The normal work week is Monday through Thursday 8:00 - 6:00 PM and every other Friday 8:00 - 5:00 PM. Depending on the work assignment staff may be assigned to a shift that is outside the standard work addition this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

  • Provides engineering analysis and comments on all phases of civil engineering land development plans reports and calculations; coordinates with developers and engineers to assure proposed improvements conform with applicable standards policies and specifications; reviews engineering cost estimates; calculates and collects fees associated with development permits.

  • Investigates field issues regarding land development construction and provides general direction to City inspectors and technicians on land development projects.

  • Acts as a primary point of contact for residents property owners contractors and private engineers regarding grading land development and infrastructure improvements.

  • Responds to questions and concerns from the general public; provides information and resolves complaints; provides information to the public at the front counter via telephone and by other means of communication regarding grading and encroachment permits as well as information about city utilities improvement plan reviews and city standards.

  • Performs historical document research and review; provides engineering analysis of potential alternatives for land development projects.

  • Communicates and coordinates with various City divisions (Water Wastewater Streets CIP Engineering etc.) to ensure that proposed construction conforms to the needs and applicable requirements of those departments.

  • Demonstrates a full understanding of applicable policies procedures and work methods associated with assigned duties.

Minimum Qualifications

The following are theminimumqualifications necessary for entry into each classification:


ASSOCIATE ENGINEER:


EDUCATION:
  • Bachelors degree in engineering architecture construction management or directly related field.


EXPERIENCE:

  • Three (3) years of professional engineering architecture and/or construction/ project management experience related to private land development projects.


LICENSE/CERTIFICATE:

  • Possession of a valid class C California drivers license.

  • Engineer In Training (EIT).


OTHER REQUIREMENTS:

  • Must be able to effectively communicate in English both orally and in writing.


CIVIL ENGINEER:


EDUCATION:
  • Bachelors degree in engineering architecture construction management or directly related field.


EXPERIENCE:

  • Possess three (3) years of experience in civil engineering work related to private land development projects.


LICENSE/CERTIFICATE:

  • Possession of a valid class C California drivers license.

  • Possession of a valid certificate of registration as a Civil Engineer issued by the California Board for Professional Engineers Land Surveyors and Geologists.


OTHER REQUIREMENTS:

  • Must be able to effectively communicate in English both orally and in writing

Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.


Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.


This position requires a 12 month probationary period.
