About this Unit:
The Division of Child Welfare provides a range of leadership management and supervisory functions related to the delivery of public child welfare services to children youth and families across Colorado. The Division provides administrative supervision for all child welfare programs in Colorados 64 counties and delivers technical support monitoring program improvement regulatory oversight and other quality assurance functions. The Specialized Response Team (SRT) within the Division of Child Welfare (DCW) provides enhanced monitoring of county performance and provides organizational support for county child welfare practice when data trends or other reports indicate areas of risk. The SRT in contrast to other County Intermediaries focuses on intensive support to address urgent and emerging issues related to county child welfare practice and may provide short-term specialized intensive assistance to countries in addition to ongoing county-specific monitoring. This work includes collaboration across DCW the Office of Children Aging and Community Services and other Offices within the Colorado Department of Human Services (CDHS). The team provides support through ongoing interaction including virtual contact and regular travel and in-person support to county departments across the state. The SRT unit interacts with the county liaisons and other county-facing staff across CDHS and its partners to further statewide collaboration ensure an understanding of available supports and reduces barriers to accessing resources. The SRT coordinates the work of County Intermediaries and supports the work of subject matter experts for consistent communication regarding updates to child welfare regulations statutes policy and practice performance.

About this Position:
This position develops and implements the divisions processes for supervising and monitoring counties which is a core function of the division. This position determines when to initiate the county escalation protocol and designs the appropriate strategies for county performance interventions. This position is the first-level supervisor monitoring county performance escalation and coordinating implementation of county action plans. The work of this position involves directing county intermediaries on what guidance is given to counties regarding new regulations and policies to ensure practice fidelity and consistency. The processes and standard operating procedures developed by this position are also coordinated by this position and applied throughout the division by staff who fulfill the County Intermediary role. This position oversees the county support work of many staff including but not limited to developing and directly supervising their own team of four dedicated Specialized Response County Intermediary positions.
This position is a first-level supervisor for the divisions intensive county intermediary work and a pacesetter that has a unique level of technical expertise of child welfare practice. This position takes action on what to do regarding county performance intervention which provides direction for further action by other division staff. This position sets the objectives for county action plans that directly impact the county agencys operations. This position develops the staffing patterns to deploy DCW County Intermediaries and Subject Matter Experts for direct practice supervision of county child welfare activities. This is a lead position for monitoring and supervising county level compliance with state statutes and Code of Colorado Regulations. The position is critical to the success of the division because it establisheswhat processes will be done to address any systemic changes needed within a given county to sustain performance addition to developing and supervising county intermediary standard operating work and Volume 1 county corrective action plans this position is a subject matter expert on county support for the complex issues of the placement of
high-acuity youth. This position serves as a placement navigator who coordinates with other division and state agency staff county departments and other partner agencies to secure appropriate treatment and placement for youth exhibiting highly-acute unsafe behaviors. This position evaluates complex treatment situations and analyzes the relevant options available to determine what tailored plan best fits the specific circumstances for a high-acuity youth. Many agencies across the state rely on this position for successful triaging and rapid response to high-acuity placement needs. The consultation provided by this position regarding coordination of county placement support for high-acuity youth is accepted as fact even if it is not acted upon by upper management.

Job Duties:

Program Development Implementation and Monitoring:
As county intermediary administrator and program supervisor this position researches and identifies promising practices strategies systems processes guidelines rules and standards for consideration in initiating tactical plans for improvement of county child welfare practice. This position develops and implements standard operating procedures for County Intermediary monitoring provides analysis and judgment for county practice evaluation and continuous quality improvement; and evaluates the relevance and importance of theories concepts and principles in order to tailor them to develop a best practice approach to meeting child welfare practice monitoring. Applies known and established theories principles conceptual models professional standards and precedents to regularly respond to issues and concerns and identify problems and clear solutions. This position regularly makes decisions regarding processes using data including an analysis of time studies customer feedback reviews and
reports from the Administrative Review Division (ARD) and/or the Office of Colorados Child Protection Ombudsman (CPO) and/or others county-based data and case reviews. This position designs county intervention strategies when issues arise and counties are at medium or high risk for worsening performance. This position determines when a county action plan is necessary to address performance and this determination is accepted as fact even when not acted upon by higher levels of management

County Intermediary Lead and Special Response Team Supervisor:
This position is the divisions leading authority for county intermediary work. This position directly supervises four (4) Social Services IV FTE and contributes to the performance evaluations of another 15-18 staff with county intermediary job duties. With a unique level of technical expertise in county performance management this position provides supervision of county intermediary responsibilities assesses ongoing communication needs and designs appropriate communication responses for DCW County Intermediaries. This position monitors the monthly county contact logs and
determines when to escalate issues using the established county escalation protocol and determines which interventions will be most effective to address performance issues. Directs the oversight of county practice by DCW staff and determines when coaching support or technical training are necessary to initiate. Coordinates county case and practice consultations by County Intermediaries and subject matter experts. Serves as a representative of CDHS and the Division of Child Welfare to county partners; performs as a subject matter expert with technical expertise to monitor and analyze county child welfare practice and to facilitate and apply theories of continuous quality improvement processes to align with standard child welfare best practices. This position directs the implementation of new policies through County Intermediary support and determines if any critical updates need to be integrated into the county escalation protocol as a result of new or changes in policy direction. This position assigns counties to respective county intermediaries based on analysis of skill set matches and regional community needs. This position provides back-up County Intermediary coverage for multiple regions within the state fulfilling intermediary duties whenever the assigned staff is unable and carries an assigned county workload during staff vacancies. This position coordinates on the deployment of CDHS staff resources to counties needing in-person critical support to manage their daily agency operations and tailors each countys action plan to resolve the unique and complex individualized needs.
This position has oversight of the divisions coaching program and supervises the coaching coordination ensuring staff have the appropriate coaching certifications and equitable coaching workload and determines when county action plans include coaching requirements. This position will also become coaching certified within three (3) years of employment.

Youth Exhibiting Highly-Acute Needs Placement Navigation:
This position supports one of the Governors Wildly Important Goals - Youth with High Acuity Needs - aimed at reducing the number of children/youth on waitlists for out of home placement and treatment. This position analyzes the complex high-acuity issues and unique situations counties face by tracking children and youth in need of appropriate treatment resources and placement options. This position serves as co-lead for a weekly cross-agency collaboration to review and analyze the needs faced by children & youth awaiting medical necessity treatment. This position analyzes the summarization of data obtained through this collaboration to inform trends and gaps in resources. Additionally this position attends local multi-agency staffings and deploys SRT County Intermediaries as well to attend placement staffings throughout the state. This position serves as a placement navigator who coordinates with other division units county departments and other state-wide agencies to secure appropriate treatment and placement for high-acuity youth. The consultation provided by this position is accepted as fact even when the expertise of this position is not acted upon. The agency relies on this position for successful triaging and rapid response to complex high-acuity placement needs.

MINIMUM QUALIFICATIONS:

  • Travel Position required to travel sometimes overnight to perform job duties. This position travels regularly to counties across Colorado to provide technical assistance and support performance management
