Behavioral Health Grant Supervisor (WMS2/FS)


The Behavioral Health Grant Supervisor leads a team of six fiscal analysts overseeing more than $260 million in behavioral health block and discretionary grants playing a direct role in maximizing federal funding to expand health care access for Washington residents. This supervisory role requires an experienced fiscal professional who is comfortable navigating complex federal grant requirements and reporting. This hybrid position is based in Olympia WA and offers meaningful work and comprehensive employment benefits.

About the division:

The Federal Financial Reporting section prepares quarterly federal reports (CMS -64 CMS-21 etc.) manages the states Medicaid and Substance Abuse and Mental Health Services Administration (SAMHSA) grants oversees the cost allocation system manages the financial components of the Advance Planning Document (APD) process for the agencys information technology projects and Medicaid Eligibility and Enrollment and assists the agencys internal auditor to ensure that HCA is in compliance with all audits reviews referrals disallowances and audit addition this section serves as a fiscal liaison between HCA and the Washington State Health Benefits Exchange partner the non-state agency charged with determining eligibility for the states Medicaid program.


About the position:

The Behavioral Health Grant Supervisor directly supervises five (5) Fiscal Analyst 4 and one (1) Fiscal Analyst 5 staff and reports to the Federal Financial Reporting Deputy Section Manager. This position supports HCAs mission to provide high-quality health care through innovative health policies and purchasing strategies by ensuring federal and other funding sources are maximized in order to free-up state funds and make it possible to expand health care services for Washington state residents. The Supervisor is charged with the oversight of all HCA behavioral block and discretionary grants totaling in excess of $ which includes approximately 890 subcontracts.


This position is eligible to telework but is required to report on-site 2-3 days a week to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment regardless of telework status or location.


Duties

Some of what you will do:

  • Plan lead organize and control the work performed by the organization related to grant development monitoring and reporting.
  • Lead development of grant accruals and financial analysis. Analyze the financial impact of proposed policy changes and alternatives using spreadsheets and develop and present analytical summaries to managers and others as requested.
  • Evaluate the impact of legislative and other proposals including collaborating on fiscal notes and recommend a course of action if necessary.
  • Communicate and coordinate with external and other internal agency staff OFM Washington State Auditors Office DOJ SAMHSA and legislative staff and others as necessary on development of HCA or interagency proposals and analyses.
  • Communicate and coordinate with Financial Services fiscal staff to ensure fiscal decisions and processes align with overall agency fiscal processes and internal controls.
  • Develop and produce regular and ad hoc reports to monitor and analyze grant projects fiscal status for agency managers and others.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

Masters degree in accounting finance mathematics or related quantitative field and one (1) year of the required experience below

Option 2:

Bachelors degree in accounting finance mathematics or related quantitative field and three (3) years of the required experience below

Option 3:

Associate degree in accounting finance mathematics or related quantitative field and (5) years of the required experience below

Option 4:

Seven (7) years of the required experience below

The required experience includes:

  • Experience working with large and complex budget processes.
  • Experience in management of grant awards and fiscal reporting.


Required competencies:

  • The ability to take action to learn and grow.

Preferred qualifications:

  • Ability to use effective verbal and written communication skills especially communicating financial concepts in ways that non-financial managers can understand.
  • Masters degree or other advanced degrees in business and finance.
  • Greater than five (5) years of employment experience in financial analytical or another quantitative field.
  • Knowledge of regulations regarding public or Medicaid benefit programs.
  • Ability to develop and implement financial models for budgeting forecasting and expenditure/revenue analyses.
  • Demonstrated experience with cost allocation and account coding structures.
  • Demonstrated ability to collect and synthesize information from a variety of stakeholders and sources in an objective unbiased manner to reach a conclusion goal or judgment.
  • Conducted research and analyzed relevant data to solve problems draws logical conclusions and can make recommendations that support business decisions.
  • Demonstrated experience with financial information and/or statistical models to project trends and show future implications of those trends.
  • Possesses and effectively applies the technical/professional knowledge and skills required to do the job at a high level of accomplishment; stays up to date on current practices and trends in his/her area of expertise; applies specialized knowledge in a manner consistent with prevailing best practices and standards.
  • Demonstrated ability to collaborate innovate and share knowledge with team members and business partners.
  • Ability to perform analyses for financial research and modeling in a complex multi-system environment.
  • Experience in juggling multiple activities and tasks while maintaining a high level of confidentiality.
  • Ability to use Microsoft Excel at an Expert/Advanced level to develop complex models and reports
