Role Summary
ICM Group is seeking an initiative-taking and structured Training and Competency Manager to lead the development implementation and continuous improvement of training and competence assurance programs for our clients. Candidates are to be currently based in Dubai United Arab Emirates or Houston United States of America.
This role sits at the intersection of workforce capability development competency management learning strategy and performance assessment. The successful candidate will collaborate closely with internal stakeholders and clients to establish competency frameworks manage training and assessment processes and ensure workforce capability aligns with operational and business requirements.

Key Responsibilities
- Lead the development and implementation of competency and skills frameworks aligned with client and operational business needs.
- Manage role profiling proficiency levels and career progression pathways across technical and operational disciplines.
- Oversee competence assessment processes including evaluation tools methodologies assessment criteria and verification processes.
- Manage training matrices skills gap analyses and individual development plans.
- Ensure compliance with client regulatory and internal competency and training requirements.
- Analyse workforce capability data and provide actionable recommendations to support operational performance and workforce planning.
- Prepare and present high-quality reports dashboards presentations and competency-related documentation.
- Collaborate closely with operational teams clients and stakeholders to tailor competency and training solutions to business requirements.
- Oversee continuous improvement initiatives related to training competency assurance and workforce capability management.
- Coordinate and support trainers assessors and learning providers where applicable.
- Manage multiple projects priorities and stakeholder expectations within a dynamic environment.
- Support implementation and management of learning management systems and competency management tools.
Required Skills and Experience
- Proven experience in:
- Training and competency management
- Competency and skills framework development
- Competence assessment and assurance processes
- Workforce capability development and planning
- Strong understanding of:
- Role profiling capability mapping and proficiency frameworks
- Training needs analysis and development planning
- Competency compliance and assessment methodologies
- Experience managing training matrices competency records and workforce development initiatives.
- Advanced proficiency in Microsoft Office:
- Excel (data analysis tracking reporting tools)
- PowerPoint (management and client presentations)
- Word (structured documentation and reporting)
- Experience working within technical operational industrial energy engineering maritime or offshore environments preferred.
- Strong analytical organizational and critical thinking skills.
Preferred Qualifications
- Experience in energy engineering industrial maritime or technical sectors.
- Familiarity with learning management systems and competency management systems.
- Exposure to international or multi-site operations and projects.
- Background in Human Resources Learning and Development Organizational Development Engineering or Workforce Capability Management.
