Job Summary

Performs moderately complex management or oversight activates for daily operations of an operating unit or functionalprogram. Work involves establishing short- mid- or long-term goals and objectives; developing guidelinesprocedures rules and regulations; developing schedules priorities and standards for achieving established goals;coordinating and evaluating program activities; and developing and evaluating budget requests. Plans assigns and/orsupervises the work of others. Works under limited direction with extensive latitude for the use of initiative andindependent judgment.


Job Description

Overview

The Manager-Environmental directs and manages the overall daily operations for the staff and personnel performing Environmental inspection analysis enforcement and regulatory communications and compliance work. Develops guidelines budgets and program activities and provides professional knowledge and expertise for environmental activities including water air quality and climate.

Essential Functions

1 Manages directs and oversees all environmental work performed by the staff and employees of the Environmental department; assigns and coordinates work through crew leaders and gives technical direction as needed; reviews work for quality evaluates work performance and coaches advises counsels and instructs employees and supervisors.

2 Directs and coordinates work through subordinate supervisors crew leaders or team leaders; monitors and manages operations ensuring all work is accounted for and completed and that sampling is done correctly; oversees the evaluation of environmental findings and provides direction and decisions on challenging issues.

3 Establishes short mid and long range goals and objectives; determines goals and objectives needing emphasis and evaluates enforcement actions against public and private operators; maintains transparency with management city officials vendors and other agencies.

4 Uses and manipulates software applications to analyze data understands environmental impact and develops reports to provide management information; submits regulatory reports as required; provides customized reports for regulatory agencies.

5 Performs oversees and provides professional input on samples and analysis; collects field samples analyzes samples ensures the appropriate use of sampling equipment and facilitates professional environmental sampling and analysis.

6 Coaches advises counsels and instructs employees; identifies training needs for employees reads and interprets various complex schematic diagrams and blueprints and applies technical terminology of the specialization assigned. Finds develops and implements methods to improve production or effectiveness.

7 Interviews evaluates and makes selection or recommendations on selections on candidates for filling positions or enforcing terminations; hears and resolves complaints from employees or groups of employees and makes recommendations on other disciplinary actions.

8 Oversees and manages the development of management and productivity reports facilitates special investigations internal audits and research studies and plans special projects;

9 For DWU department: oversees inspections and management of DWU activities dam activity and other water operations.

10 Manages develops and oversees the implementation of the department budget; evaluates budget requests analyzes department revenue and spending and makes recommendations for budget allocations and resource management.

11 Finds develops and implements methods to improve production or effectiveness; develops and implements new and updated standard operating procedures; establishes and maintains the emergency action plan.

12 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of the principles and practices of public administration and management.

2 Knowledge of Federal and State rules regulations and standards.

3 Knowledge of establishing managing and facilitating goals and objectives.

4 Knowledge of NPDES/TPDES and other regulatory agencies and standards.

5 Knowledge of project management permitting specifications and project schedules.

6 Ability to develop strategic plans and facilitate implementation of initiatives.

7 Ability to develop and implement budget and perform various financial analysis.

8 Ability to manage and direct operations and staff of department.

9 Ability to create and build effective department through budget and operations management.

10 Communicating effectively both verbally and in writing.

11 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS:

EDUCATION

  • Bachelors degree in Biology Chemistry Environmental Science Life Science or Engineering.

EXPERIENCE

  • Five (5) years of experience in an environmental field such as: drinking water/water regulatory compliance auditing drinking water monitoring source water monitoring ISO Environmental Management Systems.

AND

  • Three (3) years of supervisory experience (This experience may be included in the required experience listed above.)

EQUIVALENCIES

  • High school diploma or GED plus eight (8) years of the required experience including three (3) years of the stated supervisory experience will meet the education and experience requirements.

  • Associate degree in any field plus six (6) years of the required experience including three (3) years of the stated supervisory experience will meet the education and experience requirements.

  • Bachelors degree (or higher) in any field plus five (5) years of the required experience including three (3) years of the stated supervisory experience will meet the education and experience requirements.

  • Masters degree or higher in specified field plus two (2) years of the required experience including three (3) years of the stated supervisory experience will meet the education and experience requirements.

CERTIFICATION

  • Texas Commission on Environmental Quality TCEQ Class B Water Distribution Operator license (for DWU) must obtain within probationary period.



Salary Range

$77272.00 - $96574.40


The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
