Role Overview:
The Program Manager will provide leadership and management for development training and clinical supervision for all VCC staff and programs in the assigned function areas. The service managers primary responsibilities include supporting the Service Director in ensuring the mission of VCCC is fulfilled and implementing policies procedures and other activities in support of strategic goals and objectives. The service manager will be responsible for using a community-centric and future-looking team approach and coordinating staff and program development staff training and clinical supervision across all VCC sites and programs. The position requires excellent communication and organization skills sound understanding of relevant contracts excellent knowledge of clinical delivery theory and practice in the assigned
function areas and sound understanding of adult learning styles and staff development.
Key Responsibilities:
Leadership and Program Management:
- Provides leadership in supporting the mission and goals of VCC and maintaining and expanding the quality of services.
- Leads weekly team meetings and facilitates monthly managers meetings to ensure effective communication and program coordination.
- Participates in and represents VCC at key stakeholder meetings.
- Works with the finance department to determine coding requirements for payers and devise monitoring and training for clinicians to ensure appropriate coding.
- Promotes an organizational vision and environment that emphasizes teamwork trust professionalism efficiency and customer service.
- Provides leadership in creating an agency emphasis on recovery wellness and a culture of Trauma Informed Care.
Clinical Oversight and Quality Assurance:
- Manages new client (CT) referral process and ensures appropriate assignment and intake procedures.
- Oversee the monthly re-authorization process for continuing client services.
- Prepares and submits ECS Annual Report.
- Develops and maintains clinical supervision programs and as relevant provides clinical supervision to staff in assigned function areas including assisting staff in identifying individual training goals and assuring completion of required training.
- Assists in evaluation of staff performance and works with assistant site directors to ensure effective team functioning.
Compliance and Administrative Responsibilities:
- Assures compliance with all relevant laws administrative codes and contract requirements as they pertain to the provision of mental health services.
- Ensures staff alignment and participation in organizational goals and procedures.
- For non-site-specific programs as assigned ensure that all statistical information necessary to maintain accountability to external funding sources is collected in a timely manner.
- Coordinates with senior management in planning development and implementation of Strategic Plan policies and procedures Quality Improvement Committee functioning and external relationships.
Community Relations and Quality Improvement:
- Represent VCCG in the community in a manner consistent with agency mission values and goals.
- Practice and incorporate Quality Improvement Principles and Performance Standards in daily work activities and participate in Quality Improvement processes.
- Practice and incorporate Management Principles in daily work Activities.
- Complete all staff evaluations payroll sheets and personnel-related issues accurately and within the required time frames.
- Meet all required work deadlines including those established for reporting staff.
- Ensure that all reporting staff receive the necessary information to complete their job duties.
Financial Responsibilities:
- Submits data in a timely and accurate manner to help prepare VCCs financial reports.
- Ensures effective management and execution of billing and receipting cash management payroll reporting and accounts receivable and accounts payable activities.
Human Resources Responsibilities:
- Effectively manages employee conflicts and builds and maintains a sense of teamwork among staff members.
- Assists in recruitment and selection of staff in consultation with the site team medical director HR and/or other clinical services directors.
- Places high value on cultural competency and ensures that hiring reflects community demographics.
What Were Looking For:
Education:
- Masters degree and 2 years of post-full time paid equivalent clinical experience preferred.
Experience:
- Exhibit progressive responsibility and significant experience in business administration particularly management of financial systems and human resources.
- Two years of supervisory experience.
- Two years of experience in the field of health or human services field.
Other:
- Pass required background checks/fingerprint check.
- TB test upon hiring.
- Dependable transportation.
