About Us:
The Multnomah County Sheriffs Office (MCSO) is seeking a knowledgeable strategic people-centered human resources leader to join our senior leadership team as the MCSO HR is committed to creating safe and thriving communities for everyone. As the HR Manager for MCSO you will leverage your HR expertise to lead all MCSO HR functions and initiatives focusing on strategic and equity driven solutions that go beyond will collaborate with MCSO Senior Leaders to develop and implement comprehensive HR strategies that align with and enhance the overall MCSO strategic plan. This collaboration will emphasize key areas such as fostering a positive and productive organizational culture promoting healthy employee relations and effective recruitment & retention programming.
Responsibilities in this role will include:
Leadership of the MCSO HR Team: Supervise coach and support the work of 25 professionals in the following functional areas: recruitment background investigation time entry and compensation HRIS (Workday) actions/analysis/reporting leave coordination and employee relations/business partner consultation.
Strategic HR Leadership: Partner with the MCSO Leadership and Central HR to develop and implement proactive and innovative HR programs processes and systems that enhance the experience and engagement of employees and strengthen the talent bench and support future organizational needs.
HR Consultation Expertise: Advise and consult across HR disciplines including employee relations & labor relations recruitment retention performance management - including developing work plans. Collaborate and partner with union leaders labor relations and senior management with the goal to enhance the experience engagement and effectiveness of MCSO employees.
Wellness and Equity: Foster initiatives that promote wellness and equity across the organization creating an environment that values diverse perspectives and experiences.
Employee Relations Expertise: Research questions requiring interpretation of rules labor contracts employment laws; work with professional standards classification and compensation labor relations unions and county attorneys to develop action plans.
Union Bargaining: Actively participate in collective bargaining sessions with union representatives. Collaborate with MCSO Senior Leadership and Labor Relations to support the development of bargaining strategies proposals and counter-proposals that align with the organizations goals and financial constraints.
Change Management: Provide leadership that cultivates a continuous improvement organization focused on streamlining processes and promotes a culture of customer service.
To Qualify

Minimum Qualifications/Transferable Skills:
A Bachelors Degree - in lieu of a degree we will consider equivalent years of related experience.
Six (6) years of progressively responsible Human Resources experience with at least two (2) of those years in a supervisory role is required.
Experience in a unionized and/or public sector environment is required.
Must pass a background check which includes but is not limited to employment history and criminal history is required.

However keep in mind we may consider some or all of the following when identifying the most qualified candidates. HR Certifications - S/PHR SHRM-CP/SCP IPMA-CP/SCP etc.
Experience applying an equity lens in HR policy and programming processes
Experience with change management and organizational development

Briefly describe the project/initiative and how you measured success.

Additional Details
Work Location: This role will be based primarily at the Multnomah Building: 501 SE Hawthorne Blvd Portland Oregon 97214 with the expectation of 4 days onsite and 1 day remote. As your role develops there is potential for increased remote work flexibility. Please note that all employees must reside in either Oregon or Washington; at this time the county is unable to support ongoing telework from other locations.
Serving the Public Even During Disasters
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
