BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Food Security and Nutrition Analysis (PGRF) Service Geospatial and Intelligence Unit (PGRFG) seeks to fill a statistician position based at the Headquarters of the United Nations World Food Programme in Rome Italy.
The PGRF Service in WFP HQ leads WFPs food security analysis and vulnerability monitoring supporting a large network of analysts in regional bureaux and country offices. Food security analysis is a cornerstone of the organizations work. It provides WFP governments and partners with the essential information to identify populations in need and target the most appropriate type and scale of interventions as well as the necessary knowledge to inform policy decisions and advocacy efforts. Analyses span emergency assessments in-depth household surveys spatial analysis early warning information economic and market trends analyses and food security monitoring. Programme monitoring includes a wide range of data collection and analysis exercises that provide a continuous and timely understanding of the outcomes outputs and level of compliance of operations.
The PGR Division leads critical initiatives related to the usability of datasets
The Intelligence Unit working with technology teams across the department and organization ensures that operational data can flow across platforms in a consistent manner. This includes establishing conventions for identifiers reference data domain boundaries and access protocols that allow data to be reused without duplication or manual workarounds. Through a continuous coordination effort the unit connects business requirements from Programme Supply Chain Monitoring Budget teams and country offices with corporate or enterpriselevel solutions. This ensures that efforts in the operational data domain can serve both immediate field offices needs and broader analytical or advocacy objectives.
RESPONSIBILITIES:
Under the supervision of the PGRFG lead information manager and coordinator the consultant will be responsible for overseeing planning implementation coordination and monitoring of all workstreams related to improving the structure documentation interoperability and governance of operational data.
1. Project Planning Coordination and Oversight
- Lead the development and maintenance of detailed work plans delivery schedules and resource allocations for all project components.
- Coordinate interdependent work across relevant units (Programme Monitoring Budget TEC and crossfunctional product teams).
- Ensure that Survey Designer contentmanagement activities and CRF alignment tasks are integrated into the broader project roadmap.
- Identify risks anticipate delays and maintain a mitigation plan with clear escalation pathways.
2. Stakeholder Engagement and CrossInitiative Liaison
- Maintain regular communication with project sponsors product owners data stewards and technical leads.
- Liaise with teams leading related initiatives (e.g. Survey Designer CRF alignment monitoring tool modernization data pipeline harmonization) to ensure consistency of outputs and avoid duplications.
- Facilitate crossfunctional working groups workshops and technical discussions.
3. Monitoring Reporting and Documentation
- Prepare periodic progress reports dashboards risk logs and milestone updates for internal governance bodies.
- Ensure proper documentation of decisions technical specifications business requirements and validation results.
- Maintain all project documentation in shared repositories with version control and clear ownership.
4. Quality Assurance and Alignment with Standards
- Ensure that project outputs comply with data governance standards interoperability principles and existing templates used by the Programme Division and TEC.
- Validate that Survey Designer form structures metadata and workflows align with CRF requirements and broader ataintegration practices.
- Coordinate predeployment reviews test cycles and acceptance criteria for deliverables across teams.
5. Capacity Strengthening and Communication
- Support the development of training materials guidance notes or changemanagement resources related to updated contentmanagement processes CRF alignment and integrated data workflows.
- Communicate changes to stakeholders ensuring that country offices and thematic units understand new procedures and tools.
6. Vendor Partner and Resource Management
- Coordinate contributions from external service providers or consultants involved in content management development work or CRF alignment tasks.
- Track expenditures and ensure adherence to project budgets and procurement rules where applicable.
7. Additional Duties
- Perform any other duties required to ensure efficient delivery of the project portfolio and its alignment with broader organizational data initiatives.
DELIVERABLES AT THE END OF THE CONTRACT:
The key outputs of the consultant are expected to be:
1. Integrated Project Workplan and Roadmap
- Complete validated project plan covering all contentmanagement metadata alignment integration and CRFrelated tasks.
- Updated timeline and dependency map linking Survey Designer CRF alignment and data interoperability workstreams.
2. Project Governance and Reporting Package
- Monthly and quarterly project status reports risk registers decision logs and milestone trackers.
- Consolidated documentation summarizing project progress blockers mitigation actions and crossinitiative linkages.
3. CRF Alignment Deliverables
- Mapping documentation linking CRF indicators and processes to operational data sources and Survey Designer content.
- Validation reports confirming consistency between CRF requirements system workflows and integrated dataset structures.
- Changemanagement notes for COs and technical teams.
4. CrossFunctional Integration and Interoperability Deliverables
- Consolidated integration requirements and technical notes (in collaboration with the Systems Coordinator).
5. Training Communication and ChangeManagement Materials
- Training packages slide decks user guides and briefing notes on new workflows and contentmanagement updates.
6. Closure Package and Handover
A complete set of final documentation including lessons learned operational handover files and a sustainability plan for ongoing maintenance.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in project management information management data science public administration information systems statistics or another relevant discipline.
Experience:
- 3 to 5 years of progressively responsible experience in data systems digital transformation or analytics-related project coordination.
- Managing multistakeholder projects in data digital transformation information systems or analytics.
- Coordinating crossfunctional teams and aligning multiple technical and programmatic workstreams.
- Experience with contentmanagement systems structured data collection tools or metadata governance.
- Experience with results frameworks CRF alignment processes or monitoring systems is a strong asset.
