The Director-Human Resources-Classified will be paid on the Classified Management Employees Salary Schedule Salary Range 44.Starting Salary Range/Step Expected: between $138856.00 (Step 1) and $165802.00 (Step 7) see note below* plus $3819 masters stipend (if applicable) annually. Administrators with a PhD receive an additional stipend of 1% of base salary stipend.PLEASE NOTE:

CLASS TITLE: DIRECTOR-HUMAN RESOURCES-CLASSIFIED
PURPOSE STATEMENT:
Under the direction of the Personnel Commission and the Assistant Superintendent-Human Resources plan organize control and direct the Human Resources classified program to assure the proper delivery of human resources services; develop implement administer and interpret policies systems processes and programs; direct the recruitment and selection process for classified personnel; stimulate educate and support others in their knowledge and understanding of Human Resources services and issues; plan organize and implement long-term and short-term projects and activities designed to develop and augment projects and services; supervise and evaluate the performance of assigned personnel.REPRESENTATIVE DUTIES:ESSENTIAL DUTIES:
Plan organize control and direct the Human Resources classified program to assure the proper delivery of human resources services including recruitment and selection employee-employer relations classification and compensation staff development employee records management credentials and certification classified substitute services contract administration workers compensation program support and other human resources services.
Stimulate educate and support staff Board members and school district staff in their knowledge and understanding of the various areas of human resource services and related issues through meetings trainings and discussions.
Plan organize control and direct classified personnel function; assure compliance with a variety of State and federal regulations laws and reporting requirements; research develop and recommend new procedures and programs.
Direct the recruitment and selection process for classified personnel; develop implement and oversee job announcements testing activities paper screening interviewing reference checking and other selection processes.
Stimulate communicate and support regional and State-wide human resource services through regional planning participation in State-wide committees and through implementation of meetings and events.
Represent assigned human resource services to local State and federal agencies and officials; make presentations to associations community groups and others regarding matters related to assigned services.
Attend local State and regional conferences and workshops and maintain current knowledge of technologies theories regulations and requirements affecting related human resource services; interpret and communicate proposed and enacted legislation at the federal and State level.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers reassignment termination and disciplinary actions; plan and arrange for appropriate training and development of subordinates.
Plan organize develop and implement long-term and short-term projects and activities designed to develop and augment human resources services; assure compliance with a variety of State and federal regulations laws and reporting requirements.
Provide technical expertise information and assistance to the administrator and individual managers regarding complex employment issues; work with legal counsel as necessary; advise the Superintendent regarding use of resources priorities opportunities and methods to enhance the delivery of human resources services.
Formulate develop implement administer and interpret policies systems processes programs and procedures affecting assigned projects and service areas; plan develop and recommend goals and objectives for the assigned areas; coordinate Human Resources functions and activities with other programs and functions.
Plan organize control and direct the operation and organization of the District fingerprinting program; determine the eligibility of prospective employees in accordance with State and federal law and with District policies; direct the processing of fingerprints and applicant information and forwarding to the Department of Justice.
Plan organize control and direct the operation and organization of the District workers compensation and leaves programs; monitor and evaluate workers compensation claims; evaluate and analyze accurate case history documentation; contact and interview injured workers as necessary; serve as a technical resource to staff and administrators concerning workers compensation.
Direct the preparation and maintenance of a variety of narrative and statistical reports records and files related to assigned activities and personnel.
Communicate with other administrators personnel and outside organizations to coordinate activities programs and projects resolve issues and conflicts and exchange information; interact service and collaborate with districts and other agencies on various human resources matters; conduct staff meetings to communicate ideas and resolve issues.
Prepare of the annual preliminary budget for the Personnel Commission; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Fluently operate a variety of technology devices including but not limited to a computer and various assigned software programs; operate other office equipment as assigned; drive a vehicle to conduct work.
Conduct attend and participate in a variety of meetings as assigned; participate in State-wide organizations/associations.
Participate in negotiations and on a variety of other special projects.

Any combination of education and experience appropriate to the responsibilities of this position equivalent to:
EDUCATION:
Bachelors degree in human resources public administration or related field.
EXPERIENCE:
Five (5) years of increasingly responsible experience in the administration of public personnel.
LICENSES AND OTHER REQUIREMENTS:
Valid California drivers license. with no restrictions which would preclude driving on the job is a continuous requirement.
Maintain qualification for automobile insurance coverage.
In accordance with California Law and Education Code position incumbents must maintain a conviction-free Department of Justice background record which is relevant to the position.
CERTIFICATIONS AND TESTING REQUIRED:
- Pass the Districts applicable proficiency exam for the job class with a satisfactory score
- After an offer of employment obtain:
- Criminal Justice and FBI Fingerprint Clearance
- Negative TB test result plus periodic post-employment retest as required (currently every four years)

EXAMINATION PROCESS AND TIMELINE:The examination process for this recruitment may be comprised of one or more of the following: competitive screening of the applicants training background and experience; scored evaluation of responses on the supplemental application; written and/or performance examination (s); performance examination; qualifications technical oral examination scored on a job-related basis; district advisory appraisal for general fitness. *INITIAL SALARY PLACEMENT FOR CLASSIFIED MANAGEMENT EMPLOYEES:Placement of newly appointed management personnel will be made by the Personnel Commission who will base recommendations on the following criteria: (a) Extent of past experience related to the position to be filled. (b) Degree of relatedness of past experience to the position assumed in this District. (c) Other considerations which in the judgment of the Hiring Authority justify a particular step placement. Hiring above Step 3 will require approval by the Personnel Commission.
OTHER IMPORTANT INFORMATION:The duration of the eligibility list is six (6) months unless the list is exhausted or extended by the Personnel Commission. Eligibility lists established from this recruitment will be used for full-time part-time and limited term positions.
