King County Metro Transits Rail Division is looking for self-directed candidates who will be involved in multiple facets of the financial operations for a large division. You must be a self-starter have a passion for using analytics to research business drivers and inform decisions have a mind for understanding the financial aspects of a business and are excited to continually learn and grow. If this sounds like you come join our dynamic team as the Business and Finance Officer (BFO II) for the Rail Division.

Under general supervision the BFO II will work independently and perform a wide variety of analytical technical and coordinating duties. Successful candidates will be able to bring existing knowledge in accounting and financial management and have skills at working with a variety of stakeholders. This position is ideal for any candidate who is seeking to start or continue on a career path toward becoming a higher-level Business & Finance Officer within the King County organization.

Position Information:This recruitment will be used to fill one (1) Special Duty Assignment (SDA) Business Finance Officer II (BFO II) classification vacancy. The SDA is anticipated to last up to 12 months with possibility of addition this selection process may be used to generate an eligibility pool for future Special Duty Assignment vacancies that may occur in this classification within this workgroup. The eligibility pool list will be retained for 12 months from the date of creation and may be used at the discretion of the hiring authority.

Job Duties


  • Take ownership of certain financial and accounting processes and practices within Link Light Rail (P-Card Procurement Expense Reclasses etc.) and make recommendations to optimize data integrity efficiencies accuracy and consistency within the Rail Division and outside with accounting as well as across the other divisions of Metro as applicable.

  • Work with divisional and section staff and Human Resources representatives to manage personnel counts and hiring.

  • Assist in developing and preparing annual or biennial budgets analyze and monitor actual expenses and formulate quarterly spending projections.

  • Regularly monitor expense entries for project account and cost center coding errors and make corrections where necessary.

  • Assist BFO IIIs in managing financial reporting to division and section leadership Metros Finance and Administration Division and regional partners occasionally presenting data at divisional or section business meetings.

  • Track Rail division staffing changes on a consistent basis and update employee data file for the monthly Rail Division organizational chart.

  • Assist in providing project management support for budget development.

  • Provide additional support to Division or Section leadership as needed.

  • Other duties as assigned.

Experience Qualifications Knowledge Skills

We are looking for candidates who have the following minimum qualifications:

  • Minimum of two (2) years of experience in financial operations of a large organization such as budgeting planning forecasting reporting procurement and/or payroll.

  • Intermediate to advanced skills in Excel finding and securing appropriate data and being able to create complex spreadsheets from scratch; as well as reverse-engineer and revise existing spreadsheets.

    • Ability to distill complex financial information into meaningful business analysis for a variety of audiences.

  • Demonstrated ability to effectively apply problem-solving skills including the capacity to define and analyze problems to determine appropriate solutions.

  • Strong interpersonal and communication skills and ability to work productively with core workgroups management central budget staff and outside agencies.

  • General understanding of project and financial accounting concepts and principles including generally accepted accounting principles and indirect cost accounting.

  • Ability to work independently with strong organizational and time management skills in the face of conflicting and rapidly changing priorities.


Highly competitive candidates will have (desired but not ):

  • Knowledge of and experience with enterprise finance and King County Metro systems processes and analytical/reporting tools (such as M5 Oracle EBS OBIEE (BI Insights) P-Card Procurement POETA coding system).

  • Experience and/or training specific to public sector and/or transit organization financials.

Other Position Information:

Work Schedule: This position isexemptfrom the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.Work hours are comprised of a 40-hour work weeknormally Monday through Fridaybetween 7:00 a.m. to 4 p.m.however there may be some flexibility in the start and end times through discussion with supervisor.

TeleworkingRequirement
The work associated with this position will be performed predominantly in a hybrid work environment that is predominately remote telework completed with occasional on-site attendance as needed at Operations and Maintenance Facility Central located at 3407 Airport Way South Seattle WA 98134. Some work out of other locations may be required including the Operations and Maintenance Facility East atth Ave NE Bellevue WA and any future Sound Transit Link facilities.

Employee will have access to shared workspaces at various Sound Transit facilities. Employee must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements.Employee will be provided with a Sound Transit issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
