Medical Assistance Specialist 5 (MAS5/AHSO) Internal

This opportunity is internal and available to current HCA employees only.

This recruitment will be used to fill multiple positions.


Lead a team of 12 eligibility specialists helping connect Washington residents to Medicaid programs including Apple Health for Kids pregnancy coverage and family planning this supervisory role you will guide day-to-day operations of the Medical Eligibility Determination Services (MEDS) section supporting accurate and timely eligibility decisions that directly impact individuals and families across the state. About the division:

The organizations mission is to provide high quality health care through innovative health policies and purchasing strategies. The Apple Health Services and Operations (AHSO) Division works across the Health Care Authority (HCA) and in partnership with the health care community at local state and federal levels in order to develop and manage high quality and evidence-based health care programs and purchase services that enhance Washington States citizens ability to access appropriate quality health care.

About the position:

The Medical Assistance Specialist 5 (MAS5) will supervise staff of 11 or more MAS 3 and 1 MAS4 positions in the MEDS section responsible for determining and maintaining eligibility for Medicaid programs including but not limited to Apple Health for Kids Pregnancy Medical Breast and Cervical Cancer Treatment Program and the Take Charge Family Planning Programs.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment regardless of telework status or location.


Duties

Some of what you will do:

  • Use multiple eligibility systems such as but not limited to the Document Management System (DMS) Automated Client eligibility System (ACES) Barcode systems and the EAZ policy manual.
  • Plan assign and review the work of staff adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
  • Evaluate employee performance and prepare performance appraisals.
  • Assess training needs of staff and provide instruction.
  • Review applicants credentials conduct interviews and effectively recommend hiring staff.
  • Resolve staff issues provide discipline and recognition of employees work with and counsel employees on all work-related activities and career development.
  • Monitor workload and performance using multiple systems to ensure tasks are distributed maintained and processed within federally established timelines.
  • Use multiple systems to track employee performance and accuracy and identify training needs.
  • Develop performance standards and ensure standards are clearly communicated to all staff.
  • Monitor performance and establish performance improvement plans as necessary.
  • Monitor monthly audits via ACES Barcode and SharePoint to analyze and identify trends requiring training and/or system corrections.
  • Monitor and evaluate work processes to align with established practices and eligibility rules.
  • Collaborate with other supervisors and management to develop consistent processes and procedures.
  • Direct training as required to implement changes in rules and/or procedures.
  • Interpret policies related to Medicaid programs as they apply to MEDS staff and clients.

Qualifications

Required qualifications:

Qualified candidates will satisfyone of the following options:

Option 1:

  • Bachelors degree and four (4) years of the experience as defined below

Option 2:

  • Associate degree and six (6) years of the experience as defined below

Option 3:

  • Eight (8) years of the experience as defined below

Option 4:

  • One (1) year as a Medical Assistance Specialist 4

Option 5:

  • Two (2) years as a Medical Assistance Specialist 3


Qualifying experience includes the following:

  • Providing direct client services or counseling of customers in the areas of health insurance disability or other related health benefits;
  • Public assistance eligibility determination;
  • Health insurance premiums/claims processing adjusting and investigation;
  • Other medical premiums/claims related experience.


Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Preferred qualifications:

  • Experience leading in a collective bargaining environment.
  • Experience working with eligibility rules.
  • Experience working with Barcode ACES and Healthplanfinder
