Responsibilities of the County Director - Horry (Program Coordinator II)
INTERNAL APPLICANTS ONLY
The Program Coordinator II (PC II) is responsible for the daily operation and management of a county office under statute and program guidelines. PC IIs hire train and supervise (within state guidelines) PC I/AH35 and Program Assistant/AH30 staff members. The PC II is responsible to supervise train and retain an adequate number of volunteers to assign all cases to a volunteer in a timely manner. The PC II oversees the delivery of child advocacy services by the volunteers. As the County Coordinator performs direct child advocacy as the court appointed Guardian ad Litem when there is an inadequate pool of volunteers to serve in this capacity.

Employee must be able to work under limited supervision and exercise discretion concerning confidential information; ability to follow directions and leadership of Regional Staff and State Office Staff; responsible for following the South Carolina statutes applicable to the Guardian ad Litem Program and the best practices established for the SCGAL Program.
  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • The PCII will oversee the operations of their county office to ensure adherence to state and local statutes as well as program policies and procedures. This includes case management investigations attendance at court FCRB hearings Child and Family Team Meetings and other case-related meetings and documentation according to National CASA standards. Serve as a liaison between volunteers DSS and stakeholders as needed.
  • Coordinate training for GAL volunteers according to program guidelines. GAL volunteers will receive 12 hours of continuing education yearly.
  • Ensure that office processes are followed related to case assignments data entry and timely documentation per GAL/DCA standards. Cases will be audited per GAL standards. Ensure staff maintain confidentiality related to HIPAA guidelines.
  • Perform direct child advocacy as the court appointed Guardian ad Litem when there is an inadequate pool of volunteers to serve in this capacity.
  • Completes other duties as assigned.




Minimum and Additional Requirements

  • A bachelors degree and relevant program experience. A High school diploma or an equivalent combination of education and experience may be considered with an approved equivalence by the Division of State Human Resources (DSHR).
Additional Requirements:
  • Knowledge of laws regulations policies and procedures relevant to the area of employment.
  • Ability to exercise judgment and exercise discretion concerning confidential information.
  • Ability to establish and maintain effective working relationships with partner agencies.
  • Ability to interpret and apply laws regulations policies and procedures.
  • Ability to communicate effectively.
  • Ability to perform multiple tasks and prioritize scheduling required.
  • Position may require overnight travel.
  • Position may require employee to work evenings and weekends.
  • Position requires routine driver duties.
  • Position requires frequent stooping and/or bending.
  • Position requires frequent lifting: 25 lbs.
  • Position requires non- essential declaration.
  • Position may be required to report to work during emergency situations.
  • Must have valid drivers license.
  • Requires regular attendance at statewide staff meetings requires evening training requires occasional travel.
  • Must possess strong oral and written communication skills.
