The Opportunity

WSDOT is seeking a Bridge Preliminary Plan Engineer to support the Bridge Design Office in Tumwater this role you will lead the development and review of preliminary and conceptual plans for bridges retaining walls buried structures and other transportation structures that support critical infrastructure projects across Washington State.


As a senior technical expert you will help shape transportation projects in their earliest and most influential stages by evaluating site conditions recommending structure types and configurations and guiding design decisions that balance safety constructability cost and long-term performance. Your work directly supports WSDOTs mission by helping deliver safe reliable and cost-effective transportation systems that serve communities throughout the state. This position also serves as a statewide resource for preliminary bridge design policy and guidance providing technical leadership and support to WSDOT staff consultants and local agencies.


What to Expect

Among the varied range of responsibilities held within this role you will:

  • Prepare and review preliminary and conceptual plans for bridges retaining walls buried structures and related transportation structures.
  • Interpret site data including topography roadway alignment hydraulic information and foundation data to determine structure type size orientation and location.
  • Evaluate construction methods staging traffic control equipment access detours and constructability considerations during preliminary design.
  • Perform preliminary structural analysis to support structure selection and design recommendations.
  • Coordinate with internal teams consultants local agencies and industry representatives regarding materials methods site constraints and project-specific requirements.
  • Oversee development of preliminary plan layouts elevations cross sections and supporting design documentation.
  • Review preliminary plans and design documentation prepared by staff consultants and local agencies for quality consistency and compliance.
  • Participate in pre-design evaluations and provide structure recommendations based on site conditions constructability and project needs.
  • Support Region Design Offices with bridge project planning scoping and preliminary design recommendations.
  • Serve as the Bridge Design Office program manager for preliminary design policy and guidance.
  • Maintain and update preliminary design guidance and related sections of the WSDOT Bridge Design Manual and Design Manual.
  • Maintain a searchable database of preliminary plans and related reference materials.
  • Participate in Value Engineering Cost-Risk Assessment and Cost Estimate Validation Process meetings by providing technical structure recommendations and analysis.


Qualifications

To be considered for this opportunity the following competencies are required:

  • Structural Analysis: Ability to perform structural analysis and design for transportation structures in accordance with AASHTO LRFD Bridge Design Specifications.
  • Preliminary Structure Design: Ability to develop structure recommendations related to superstructure types span configurations pier locations and constructability considerations.
  • Transportation Structures Expertise: Knowledge of bridge and transportation structure design principles including buried structures retaining walls and related structural systems.
  • Engineering Review & Quality Assurance: Ability to review plans calculations and technical documentation for accuracy quality and compliance with standards and policies.
  • Collaboration & Technical Coordination: Ability to work effectively with multidisciplinary teams consultants local agencies and stakeholders to support project delivery and design coordination.
  • Policy & Technical Guidance: Ability to interpret and apply engineering policies standards and design guidance in support of transportation projects.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Demonstrates a willingness to take action to meet the needs of others.

In addition to the above the following are also required:

  • A Bachelor of Science degree in civil or structural engineering.
  • Licensed as a Professional Engineer (Civil) in the state of Washington or licensed in another state and able to obtain Washington licensure through reciprocity within six months of appointment.
  • Extensive professional-level experience under the direct supervision of a licensed engineer performing or checking the detailed structures analysis calculations and plans.


It is preferred that qualified candidates also demonstrate:

  • Advanced Engineering Education: Master of Science degree in Civil or Structural Engineering.
  • Construction Knowledge: Understanding of structural construction methods staging and common construction activities related to transportation structures.
  • Bridge Inspection Experience: Experience performing bridge inspections or evaluating existing bridge conditions.
  • WSDOT Design Policy Knowledge: Familiarity with the WSDOT Bridge Design Manual and related design policies and guidance.
  • Communication Skills: Ability to communicate technical information and review comments clearly and effectively both verbally and in writing.
  • Productivity Software Skills: Proficiency with Microsoft Office products collaboration tools and PDF editing software such as Adobe Acrobat Pro or Bluebeam.
