Description of Work
The North Carolina State Highway Patrols Fiscal Section is seeking an Accounting Technician (Cash Management) individual to join our Team!Knowledge Skills and Abilities/Management Preferences
The Accounting Technician (Cash Management) will oversee all cash management activities and provide accounting assistance to the Accounting Manager.
Salary Range: $37377-$52000 Salary Grade: NC07

Key Responsibilities include but are not limited to:
Oversees cash management activities with NCFS
Financial Processing - processes verifies and reconciles daily cash transactions journals transfers and manages collections.
Prepares and balances daily and weekly cash transactions such as Department of State Treasury (DST Core Banking activities. Maintain/update Cash Management Plan annually.
Banking activities: Performs tasks related to state banking activities such as domestic and international wires and assists with bank reconciliations.
May supervise other staff such as cashiers and serve as a primary resource for cash management and accounts receivable questions from internal and external stakeholders including OSC State Treasurer DOJ and Wells Fargo. Assists with special projects and other miscellaneous duties as assigned for the overall success and operation of the Fiscal Unit.
Ensures compliance with fiscal policies and audits processes to ensure the Cash Management section is utilizing the most efficient and effective methods.

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed onthe vacancy announcement. Vacancy specific knowledge skills and abilities (KSAs) and/or management preferences are notrequired. Applicants whopossessthe following are preferred:
Working experience in the North Carolina Financial System (NCFS) with all Cash Management related training complete.
Understanding of Generally Accepted Accounting Principles (GAAP).
Experience skills and abilities in general accounting general ledger cash management and other related activities in a medium to large business or government agency.
Analysis of general ledger accounts for accuracy and periodic reconciliations.
Written and oral communications is necessary for all contact with division personnel and other state agencies.
Familiarity with PC based application software including Microsoft Excel and Word.
Ability to supervise lower-level staff or supervise various financial functions of moderate complexity.
Position/Physical Requirements
- Typical work schedule: Monday-Friday; 8:00am-5:00pm

Minimum Education and Experience

Associates degree in Accounting from an appropriately accredited institution
AND
two years of experience in accounting; or High school diploma
OR
General Educational Development (GED) diploma
AND
four years of experience in accounting work;
OR
an equivalent combination of education and experience.

Veterans and National Guard Preference
Applicants seeking Veterans Preference must attach a DD Form 214 Certificate of Release or Discharge from Active Duty along with the state application.
Applicants seeking National Guard Preference must attach an NGB 23A (RPAS) along with the state application if they are a current member of the NC National Guard in good standing.
Applicants who are former member of either the NC Army National Guard or the NC Air National Guard with honorable discharge and six years of creditable service must attach a copy of the DD 256 or NGB 22 along with the state application.
