Job Duties
The Virginia Department of Agriculture and Consumer Services seeks a dynamic results-oriented executive to serve as Deputy Director of the Division of Consumer Protection. This position provides overall managerial administrative and technical assistance to the Director of the Division of Consumer Protection. The position assists the Director in ensuring that the Division achieves established goals and objectives by providing planning direction and management of the Divisions business legislative regulatory and administrative processes which includes budget grants procurement human resources policy legislation and regulatory review and strategic planning. Duties include but are not limited to monitoring the operating budget for the division monitoring and approving travel requests purchase orders grant expenditures and other administrative approvals developing and monitoring the Divisions strategic plan regulatory analysis and creation legislative session coordination and bill analysis and personnel management. Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealths telework policy.
Minimum Qualifications
Comprehensive knowledge of state budget and finance policies accounting practices purchasing and procurement strategic planning regulatory administration and the legislative process. Requires comprehensive knowledge of business processes programmatic and operational controls human resource principles and budgetary controls. Knowledge of the Divisions laws and regulations. Knowledge of program evaluation analyses and strategic planning. Demonstrated ability to work effectively in a leadership role with a diverse staff. Knowledge and experience in customer service principles and quality improvement processes. Demonstrated ability to communicate effectively both orally and in writing; analyze problems and develop solutions; identify issues at a local state and national level that impact operations of the Division; maintain effective working relationships with agency employees stakeholders and government officials. Skill in managing supervisory personnel to develop teamwork and cooperation in the work unit. Current or recent related managerial experience in business operations or regulatory administration. Supervisory budget and management experience along with a strong organizational and public relations background at a senior management level. Ability to plan set objectives and goals to achieve results and work under stressful conditions and tight deadlines. H.S Diploma/GED required.
Additional Considerations
A combination of related education training and experience indicating possession of the preceding knowledge skills and abilities to include knowledge of agriculture public or business administration criminal justice law or related field. Demonstrated successful management experience in a regulatory policy government or related work environment. Extensive knowledge of one or more of the technical areas managed (plant industry services pesticide services consumer protection weights and measures) strongly preferred.
