Job Summary
Position Description
Position Overview:
Responsible for the repair and maintenance of building equipment and machinery as required to maintain functioning building/s or facilities. Will use licensure and credentials to ensure high-quality and code-compliant work delivered at every Job Site by their team and contractors will lead and mentor apprentice and journeyman electricians through their careers.
Job Duties:
- Monitors and leads in maintaining an efficient time management schedule for Harris County employees and contract personnel.
- Supervises directs and assists with all duties required for the installation maintenance operation and repair of HVAC systems machinery and equipment in assigned buildings.
- Performs general repairs and maintains equipment and machinery by troubleshooting and diagnosing special service problems in accordance with instructions blueprints manuals and all building codes.
- Estimates cost factors for labor and material and determines requirements and plans for fabricating installing testing start-up and servicing HVAC equipment.
- Prepare reports budgets expenditures scopes of work project schedules and contracts.
- Conducts performance reviews and prepares coaching/counseling reports as needed.
- Research and maintain continuing education for their licensure and any needed for county junior Technicians to progress to Master licensure.
- May be required to drive a personal or county vehicle to various work sites.
- Assists and trains less experienced co-workers.
- Subject to working early morning evening weekend and emergency events as required.
- Will be required to be on call after hours as part of a weekly rotation.
- Performs other duties as assigned.

Education:
- High school diploma G.E.D. equivalency.
- Universal Environmental Protection Agency (EPA) Certification.
Experience:
- A minimum of six (6) years as an air conditioning mechanic or technician with hands-on experience in various aspects of mechanical installation and repair in commercial and/or industrial facilities.
- Four (4) years of supervisory experience. Previous Harris County experience may be considered as a substitute for supervisory experience.
Licensure:
- Master HVAC License.
- Valid Texas Drivers License and a good driving record.
Knowledge Skills & Abilities (KSAs):
- Must have a good understanding of electrical ductwork piping and controls.
- Ability to understand and follow oral and written instructions in a thorough neat and timely manner.
- Skilled in the care and use of hand tools and power equipment used in maintenance engineering trades and display mechanical aptitude.
- Ability to maintain courteous helpful behavior always.
- Self-starter possessing the interpersonal skills required to be a productive team player.
- Ability to receive CJIS clearance pass a security check and a drug test as required. This position is Safety Sensitive and will be subject to random drug and alcohol screening.
Emergency Deployment & Continuity of Operations Requirement:
In accordance with Harris Countys Continuity of Operations Plan (COOP) Policy this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:
- Participate in the classification process of departmental staff based on MEF responsibilities.
- Be available for temporary deployment to an alternative work location role or telework assignment during emergency events.
- Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
- Remain flexible in assuming alternative duties as directed to support County operations continuity.

Preferences
Education:
- Bachelors degree in Engineering Engineering Technology Construction Science or Construction Management from an ABET-accredited university.

- Excellent written and verbal communication skills using proper grammar and spelling.
- Ability to communicate effectively with co-workers the public industry representatives and other government agencies.
- Must be attentive to detail and have effective problem-solving skills.
- Ability to manage a project with minimal supervision.
- Excellent organizational time management and customer service skills.
- Ability to work collaboratively with both internal and external teams with a flexible approach and the ability to adapt to changing conditions and priorities.
- Proficient in using Microsoft Office applications (Outlook Word PowerPoint Excel and Access) and could produce reports using databases spreadsheets presentations and other software.
General Information
Position Type and Typical Hours of Work:
Full-Time Regular 40 hours per week.
Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.Salary: Commensurate experience based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office meeting or operations command center environment but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending stooping and lifting to 25 lbs. frequent walking standing sitting reaching and ascending/descending stairs. The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.
