Job Summary
The Operations Shift Leader is responsible for the control and operation of the UBC campus facilities. Utilizes the Siemens Delta and Johnson Controls building management systems (BMS) to monitor and provide remedial action for sudden incidents and failures of campus mechanical systems and equipment. Works closely with the Operating Engineers to ensure the safe operation of facilities ensuring all equipment is operated safely and efficiently. Supervises shift teams composed of Shift and Relief Operating Engineers as delegated by the Operations Head and Sub-Heads. Ensures employees adhere to UBCs policies and procedures and work is done on schedule and in conformity with the requirements of the work order and in compliance with applicable codes guidelines and safety regulations as they relate to Technical Safety BC (TSBC) the BC Building Code and WorkSafeBC. Prioritizes excellent customer service while ensuring the utmost safety of individuals on campus.

Organizational Status
Reports to the Operations Head and Sub-Heads.

Work Performed
Assigns and supervises the duties carried out by the Relief and Shift Operating Engineers engaged in the operations maintenance and inspection of mechanical heating/cooling and related systems and equipment which falls under the Power Engineer Boiler Pressure Vessel and Refrigeration Safety Regulation (PEBPVRSR).

Reviews the Operations Centre Daily Reminders and the daily Toolbox Meeting items to assess the scope of work.


Encourages other team members to voice their ideas and concerns. Utilizes the strengths of team members to ensure best performance. Takes part in the training of workers as needed ensuring a safe work environment throughout the shifts of the crews.

Monitors the alarms and notifications of UBC facilities mechanical systems and equipment on the BMS. Employs the Operating Engineers to take remedial action as needed or recommends solutions to the Operations Head and Sub-Heads.

Performs inspections on various ventilation heating and cooling systems on the BMS to ensure safe and efficient operation of UBCs campus facilities.

Investigates the Too Hot/Too Cold Calls and Other reactive work orders to ensure the needs of campus facilities clients are being addressed and remedied. Utilizes UBCs enterprise maintenance management system (EMMS) Planon to engage cross-functional teams by creating sub-work orders for the respective remedial Trade crews. Ensures effective communication is established with the shift and relief crews andin the work order.

Details and documents the work activities in the Operations Centre Logbook and critical equipment failures in the Operations Issues Log. Keeps track of the Operations shop locks inventory and updates Lockout/Tagout Log Sheet. Approves timecards of their respective shift and relief crews.

Ensures the ESA for the Centre for Comparative Medicine (CCM) and Pharmaceutical Sciences high pressure steam plants are established out of the 24/7 (24 hours per day seven days per week) Operations Centre. Confirms and documents the operation of the ESA steam plants monitoring systems and remote-control shutdown in compliance with TSBC regulations.


Carries out any other related duties as required in keeping with the qualifications and requirements of positions in this classification.

Consequence of Error/Judgement
Makes decisions regarding the organization and allocation of mechanical maintenance work and acceptability of work performed. Inappropriate decisions may result in serious safety and financial concerns and/or loss of service to the University.

Supervision Received
Reports to the Operations Head and Sub-Heads.

Supervision Given
Organizes the work of Shift Operating Engineers and Relief Operating Engineers.

Minimum Qualifications

BC 4th Class Power Engineer Certificate of Competency.

5 years experience in a building mechanical systems environment.

Valid B.C. Class 5 drivers license.

Willingness to respect diverse perspectives including perspectives in conflict with ones own.

Preferred Skills

Knowledge of the safe utilization of power and hand tools.

Knowledge of Computerized Maintenance Management Systems an asset.

Knowledge of building operations including BAS HVAC mechanical electrical and plumbing fire and life safety etc.

Ability to supervise allocate and direct the work of Shift and Relief Operating Engineers.

Ability to maintain records and draft reports.

Ability to adapt to changing workload priorities effectively reprioritizing or deferring tasks in line with operational and strategic goals.

Ability to communicate effectively both verbally and in writing.

Ability to provide quality service to customers in a courteous patient manner and effectively resolve complaints in a calm manner; exercising sound judgment.

Ability to develop and maintain cooperative and productive working relationships with team members and to lead by example; fostering a cooperative and respectful work environment for their crew.

Strong computer and organizational skills mechanical aptitude and strong troubleshooting skills.
