Job Summary
The Fare Tariff Deputy Director position will be responsible for continued prioritization and implementation of business rules to ensure full alignment between fare collection technology development and MBTA fare policy. This includes translation of existing MBTA fare rules to new Automated Fare Collection (AFC) technology development of new fare policies related to new elements of the AFC system (such as policies related to tap-in and tap-out on Commuter Rail and proof-of-payment with fare inspections across modes) and development of other improvements in MBTA fare rules and partnerships enabled by the new AFC technology. This position will also help to guide the implementation of fare engagement and all-door boarding from a policy perspective. The Fare Tariff Deputy Director will work closely with the Senior Director of Fare Policy and Analytics the Fare Revenue Team the Transit Policy Team and a cross-functional team working on different aspects of policy related to fare policy and collection.
Duties & Responsibilities
- Identify document and prioritize fare policy issues and questions associated with the translation and extension of current MBTA fare rules across new fare collection technologies (in testing pilot and full-service contexts).
- Finalize fare policy business rules for future fare system rollouts and coordinate across MBTA teams (Fare Revenue Finance Accounting Technology Innovation Department (TID) etc.) to ensure that the technology meets the needs of the various stakeholders.
- Lead project management at the intersection of fare policy and fare collection system transition including on complicated policy issues related to fare collection on the Fairmount line transition of operability between vendors and systems and installation of Commuter Rail fare collection technology. Focus on efficient and effective collaboration and decision making even in cases that are new to the organization and its decision-making processes.
- Lead the proactive exploration of issues and concerns invent and propose innovative resolutions own the implementation of approved solutions and finalization of fare policy business rules for all future fare system rollouts.
- Serve as the documented escalation point for fare policy configuration issues triaging requests and developing resolution recommendations and options.
- Lead fare policy review of test plans to ensure compliance with the full complexity of the MBTA tariff including development of edge cases and ad hoc testing. Develop internal strategy and effective communications with vendors to ensure the testing program is wholistic and efficient. Coordinate with quality assurance and testing test to execute testing plans.

- Review and comment on designs and plans submitted by external vendors that relate to fare policy.
- Oversee vendor and contractor deliverables related to fare business rules including quality review milestone tracking and issues escalation. Hold vendors accountable to MBTA standards.
- Advise on public engagement related to all MBTA fare collection systems both legacy and future.
- Establish governance standards and coordinate across MBTA teams (Fare Revenue Finance Accounting Technology and Transformation the Office of Diversity and Civil Rights Operations etc.) to ensure technology solutions fully align with policy compliance and stakeholder requirements.
- Advise MBTA stakeholders on issues related to the MBTA tariff. Serve as subject matter expert on elements of the existing and future fare systems and the transition between these systems.
- Serve as documented subject- matter expert for proof -of -payment policies issuing guidance adopted by multiple departments or modes.
- Author business rules documents in close collaboration with internal stakeholders describing MBTA fare policy requirements for all fare collection systems during initial testing system pilots and full service.
- Stay informed about fare collection system project progress; schedule identify and elevate fare policy issues and questions relevant to upcoming phases of system design and development.
- Organize facilitate and document wide-ranging discussions of fare policy issues with various MBTA personnel and external vendors.
- Own responsibility for the development of public-facing tariff documents. Develop a process to maintain and update all tariff and business rules documents as fare collection technology transitions and fare policy changes are finalized.
- Lead development and ongoing maintenance of cross- departmental Standard Operating Procedures for tariff change management and configuration control driving stakeholder review and adoption.
- Coordinate operational readiness support for fare changes (training job aids guidance).
- Develop and communicate ad hoc analyses describing the potential impacts of specific fare rule alternatives under different use cases or scenarios to inform discussion.
- Expedite processes related to fare policy and business processes.
- Lead research into different models for revenue apportionment and revenue share agreements across mobility providers and develop recommendations for how the MBTA can integrate our tariff with other transit and mobility service providers.
- Create presentations describing future fare collection system policy issues considerations and recommendations at different levels of detail for a range of audiences.
- Participate in presentations on Charlie fare policy development to various internal and external stakeholders.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- Bachelors degree from an accredited institution in transportation planning public policy political science business economics or a related field.
- Five (5) years of experience conducting analysis of policy impacts (operational financial compliance or user impacts) and reporting findings and recommended changes solutions or edits to decision makers.
- Two (2) years of leadership managerial and/or supervisory experience.
- One (1) year of experience in project management.
- Creative problem-solving ability.
- Very detail-oriented and organized.
- Strong writing and record keeping ability.
- Strong technical ability including proficiency with Excel.
- Strong communication and presentation skills.
- Ability to effectively collaborate on a cross-functional team.
- Ability to plan multi-task and manage time effectively.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
- An Associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
- A Masters degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Direct experience translating policies into system business rules.
- Experience leading cross-functional governance (e.g. Finance Accounting Technology Operations) to align technology solutions with policy compliance and stakeholder requirements.
- Masters degree from an accredited institution in transportation planning public policy/administration economics business or related field.
- Additional years of experience in policy analysis or development.
- Additional years of leadership managerial and/or supervisory experience.
