The City of Chino Police Department is seeking qualified and experienced candidates for the position of Public Safety Dispatch Supervisor. In this leadership role you will assist in supporting a dedicated group of dispatch professionals committed to delivering exceptional service and enhancing the safety and quality of life in our community.

Our Communications Center is a modern state-of-the-art facility staffed by 17 Public Safety Dispatchers and three (3) Supervisors. The center is designed with employee wellness and efficiency in mind featuring adjustable sit-stand workstations and individualized comfort systems at each console. An on-site gym is also available for a nominal fee through the Police Officers Association supporting a healthy and balanced work environment.

Duties/Responsibilities


Under general direction plans schedules assigns reviews supervises and participates in the work of staff performing public safety and emergency call taking and dispatching services within the Police Department; plans and coordinates the processing of emergency calls and dispatching of safety units; answers non-emergency calls for public safety and other City departments; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.

Essential Functions:

  • Plans organizes assigns supervises reviews and participates in the work of staff performing public safety and emergency call taking and dispatching services within the Police Department; trains staff in work procedures; evaluates employee performance counsels employees and effectively recommends initial disciplinary action; assists in selection and promotion.
  • Participates in the development of goals objectives policies and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Coordinates assigned services and operations with other divisions and outside agencies.
  • Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
  • Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports records databases and files; ensures the proper documentation of operations and activities.
  • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens other departments and agencies; recommends corrective actions to resolve issues.
  • Supervises and participates in the response to requests for Police and emergency services over the phone; answers 911 calls; screens incoming calls to determine necessity priority and type of response required; monitors other radio frequencies to be aware of incidents elsewhere that may affect operations.
  • Supervises and participates in the dispatch as necessary of Police units in response to calls for service or requests from Officers in the field; uses appropriate terminology and cites Code sections by number; calls public and private agencies to request mutual assistance when necessary including allied law enforcement hospitals towing services and utilities.
  • Tracks Police unit locations and status; maintains constant radio communication with personnel in the field; runs warrant checks on subjects registration checks on vehicles and property checks; relays information and instruction to personnel in the field.
  • Receives assigns and performs audits of dispatching calls and data entered in police records as well as employee certification records.
  • Monitors staff for engagement; ensures the balance of department staffing needs and employee wellness needs.
  • Inspects maintains and tests all dispatch related systems and equipment; contacts vendors as needed to schedule repairs; makes notification of any outages.
  • Represents the City in meetings with members of other public and private organizations community groups contractors developers and the public.
  • Ensures staff observe and comply with all City and mandated safety rules regulations and protocols.

Qualifications

Any combination of education and experience that provides the required knowledge skills and abilities to perform the essential job duties of the position is qualifying. A typical example includes:


Experience:
  • Four (4) years of progressively responsible experience in public safety dispatching including at least one (1) year in a lead or supervisory role utilizing a public safety Computer-Aided Dispatch (CAD) system.
  • Experience with SunGard/OSSI CAD system (highly desirable).
Education:
  • High School Diploma or G.E.D.

Licenses/Certifications:

  • Possession of a valid P.O.S.T. Public Safety Dispatcher Basic certificate to be maintained throughout employment
  • Possession of a valid P.O.S.T. Public Safety Dispatcher Training Officer certificate to be maintained throughout employment.

Typing Skills (Highly Desirable):A minimum typing speed of 40 net words per minute with fewer than 10 errors is highly desired. Applicants must provide a valid typing certificate showing net words per minute. Certificates must be from an accredited school or agency dated within the past 12 months and must be attached to your application. Online test results are not accepted. Knowledge of:

  • City and County geography including maps streets landmarks and driving directions.
  • Applicable federal state and local laws regulations and procedures relevant to assigned areas.
  • Principles and procedures of record keeping.
  • Techniques for providing a high level of customer service when working with the public and other stakeholders.
Ability to:
  • Interpret apply explain and ensure compliance with federal state and local laws regulations policies and procedures.
  • Identify problems research and analyze information and develop well-supported recommendations and solutions.
  • Perform complex call-taking and dispatching duties and operate communications equipment effectively.
  • Assess and prioritize emergency situations using sound independent judgment in a calm manner.
  • Dispatch appropriate response units for a wide range of emergency situations.
  • Read understand and interpret maps and other relevant documentation.
  • Memorize and recall codes names street locations and other critical information.
  • Research analyze and evaluate new methods procedures and service delivery techniques.
  • Prepare clear concise and accurate reports correspondence and other written materials.
  • Organize work independently set priorities meet critical deadlines and follow up on assignments.
  • Supervise train and evaluate staff effectively and objectively.
  • Communicate clearly and concisely both orally and in writing.
  • Represent the department effectively in interactions with agencies community groups and the public.
  • Respond professionally to complaints and inquiries from citizens staff and external organizations.

Special Requirements


  • Work rotating shifts weekdays weekends evenings and holidays; hours/days will be adjusted as needed.
  • Report immediately to work for emergency coverage and to other facilities than the Police Department.
  • Receive satisfactory results from a background investigation polygraph test psychological evaluation physical examination which includes a drug screen and an administrative review
Physical Requirements
The job requires working in a communications center using dispatch systems phones radios and computers. It involves mostly sitting for long periods with occasional standing or walking. Employees need good vision hearing and speech for communication as well as finger dexterity for typing and operating equipment. Some light physical activity is required such as bending or reaching and the ability to lift or move items up to 10 pounds.
Employees work in a centralized communication operations environment with moderate noise levels. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedure.
