Job Summary

Position Purpose: 

In the role of Public Works Supervisor (Site Leader) the successful candidate will lead the planning execution and completion of public works activities related to water distribution and sewer collection systems. Develop and implement creative practical solutions to overcome operation and maintenance related issues and drive successful outcomes. Foster a collaborative team environment by leveraging strong emotional intelligence and building positive relationships within the project team.

  • Safety: Foster a safety-driven culture across the site ensuring all employees have proper training resources and PPE. Maintain compliance with OSHA State and Veolia Safety and Environmental programs.
  • Compliance: Lead efforts to ensure compliance with established environmental safety operating and emergency response procedures.
  • Reliability: Apply ingenuity and initiative to coordinate problem resolution manage conflicting priorities and meet deadlines within a team environment. Guarantee that all operational tasks are executed with optimal efficiency technical precision and enduring quality. Serve rotational 24-hour emergency on-call as required by the site.
  • People Focused: Exhibit strong leadership and mentoring skills to effectively manage resources ( equipment materials facilities funds and reputation). Demonstrate effective communication presentation and interpersonal skills to motivate all levels of site personnel. Evaluate employee performance match abilities with job requirements and capitalize on talents to meet business objectives. Ensure effective communication and execution of business initiatives and progress toward goals by employees.
  • Customer Obsessed: Build and maintain strong customer relationships understanding customer needs requirements and feedback to incorporate into project deliverables.

Primary Duties/Responsibilities: 

  • Participate in direct and oversee public works activities related to operation and maintenance of wastewater treatment water distribution and sewer collection system while ensuring safe and effective operations.
  • Use and direct the use of heavy equipment including track excavators dump trucks sewer jetters and other construction or preventative maintenance equipment.
  • Use and direct the use of tools to install repair and replace infrastructure and documenting completed work.
  • Install new taps repair and replace minor broken water/sewer lines and valves and maintain out fall lines.
  • Respond to request for line locates.
  • Inspire and guide a team towards project goals providing clear vision and motivation.
  • Foster an environment of collaboration accountability and support.
  • Excellent communication skills to articulate project goals expectations and progress to both internal teams and external stakeholders.
  • Demonstrates leadership by example setting high standards for work ethic professionalism and accountability.
  • Ability to engage with clients providing regular updates and ensuring their needs and expectations are addressed throughout the project.
  • People Management:
    • Foster a positive and inclusive work culture that promotes employee engagement development and retention.
    • Provide strategic leadership coaching and mentoring to personnel.
    • Implement company employee recognition programs and address employee concerns promptly and effectively. Supervise a staff of 5 to 10 FTEs.
  • Planning and Strategic Solution:
    • Assign tasks set deadlines and track progress.
    • Problem-solving and solution development.
    • Team building and motivation across all personnel levels.
  • Safety:
    • Champion a culture of safety excellence by implementing and enforcing comprehensive safety protocols procedures and best practices across the entire project.
    • Conduct regular safety training programs and promote individual accountability for safe work practices.
    • Monitor and report on project safety performance metrics including incident rates and near-misses.
    • Promote a culture of safety accountability and individual responsibility.
  • Contract Management:
    • Interpret contracts to define deliverables and fulfill schedules.
    • Conduct routine client meetings.
    • Ensure customer requirements and deadlines are met.
    • Prepare operational reports as required.
    • Automate processes where possible and capture historical data for future quotes.

Work Environment:

  • Spends 60% of time in the operations environment and 40% of time in the office environment at a project site.
  • Attends client meetings (e.g. city council utility board or internal management).
  • Need to work outside in inclement weather conditions and drive a company vehicle to perform duties.
  • Occasional travel for training or meetings.

Qualifications :

Education/Experience/Background: 

  • A degree related to water and wastewater (Biology Chemistry Engineering Project Management or a related field) is strongly preferred but not required.
  • 6 years of experience in water and wastewater operations; 3 years of leadership experience.

Knowledge/Skills/Abilities: 

  • Management and Leadership Skills:
    • Skilled in effective supervision training and personnel management.
    • Demonstrated leadership motivation and team-building abilities.
    • Proficient in conflict resolution.
    • General understanding of project management and contract administration.
  • Operational Knowledge:
    • Understands principles and practices of water/wastewater distribution/collection systems.
    • Understanding of water/wastewater treatment plant operations and maintenance.
    • Knowledge of analytical methods for water quality analysis and data interpretation.
    • Familiar with regulatory compliance reporting.
  • Regulatory Compliance:
    • Knowledgeable of relevant local state and federal rules regulations and laws applicable to water/wastewater operations.
  • Financial Management:
    • Familiarity with budgeting procedures monitoring and analysis.
  • Customer Service:
    • Capable of delivering exceptional customer service.
  • Additional Skills:
    • Strong problem-solving and analytical abilities
    • Excellent communication skills both written and verbal
    • Ability to work effectively in a fast-paced dynamic environment
    • Strong PC skills including proficiency in word processing spreadsheet database software and CMMS

Required Certification/Licenses/Training: 

  • Possession of NC Water Distribution and/or Collection System certifications.
  • NC Cross Connection certification or ability to obtain.
  • Valid NC Drivers License - Class A CDL or ability to obtain.
