Harris County Public Library (HCPL) - History

The Harris County Public Library (HCPL) system established in 1921 began as a collection of smalllibraries located in stores post offices and private homes. Over the years it has grown into a robustnetwork comprising 26 branch libraries two technology service centers and two partner locationsthat provide collection and circulation services. HCPL serves the communities of unincorporatedHarris County and cities without independent library systems.

What you will do at Harris County Public Library:

This position directs and coordinates the daily operations of the Adult and Young Adult departmentsand their services at the Lone Star College - Tomball Community Library under the partnershipbetween the HCPL and LSC systems. This position implements and interprets library policies for libraryusers and staff supervises and motivates staff models and promotes exceptional customer serviceand engages the community to ensure services meet customer needs and are aligned with the libraryand department strategy. They serve as liaisons between Library Departments Branch Managers andbranch staff oversee the daily operations of the Tomball Innovation Lab as well as monitor currentstrategic objectives to develop future library services community partnerships and programs.Exemplify the high standards and expectations for the library system in its daily operations andservices.


This position is at the Lone Star College (LSC) - Tomball Campus. The LSC-Tomball Community Libraryis a joint library partnership between the LSC-Tomball Campus and the Harris County Public Library(HCPL) to serve both the academic and public communities


Duties & Responsibilities:

  • Selects supervises and coaches assigned staff

  • Provides leadership and coordinates schedules and workflow for effective service delivery

  • Provides for the training and motivation of staff to make full use of individual capabilities andto meet changing system demands

  • Establishes work rules and performance standards trains and coaches performance andinitiates and implements disciplinary actions as warranted

  • Identifies library needs in the community; plans and provides adult and young adult services andprograms to meet community needs

  • Develops and manages the departments planned expenditures including gift funds whenapplicable; identify grant opportunities

  • Supervises the library in the absence of the Branch Director

  • Develops and maintains rapport with external stakeholders including the library Friends

  • Oversees the shaping of an engaging and attractive adult and young adult collection throughawareness of current literature

  • Prepares reports to compile and analyze the departments statistics

  • Attends staff and administrative meetings activities and/or professional conferences and activelyserves on committees

  • Oversees the daily operation of the Innovation Lab

  • Researches and applies for grant opportunities

  • Other duties as assigned

Requirements

All applicants must register and take the HRT Clerical Skills Test and score a minimum of 80% with a typing speed of 30wpm and 80% accuracy.

Education and Experience:

  • Masters Degree in Library and Information Studies or related field from an accredited university or college

  • Two (2) years of library experience working in a variety of roles displaying administrative
    supervisory and leadership skills in community engagement and planning collection
    development and reference services digital and Library technology program management
    and data analysis for the effectiveness of programs services and resources

OR

  • Bachelors Degree in a related field from an accredited college or university

  • Four (4) years of library experience working in a variety of roles displaying administrative
    supervisory and leadership skills in community engagement and planning collection
    development and reference services digital and Library technology program management
    and data analysis for the effectiveness of programs services and resources

OR

  • Associate degree in any field or 60 hours of secondary education credits from an accredited college or university

  • Seven (7) years of library experience working in a variety of roles displaying administrative
    supervisory and leadership skills in community engagement and planning collection
    development and reference services digital and Library technology program management
    and data analysis for the effectiveness of programs services and resources

OR

  • High school diploma or G.E.D. equivalent

  • Nine (9) years of library experience working in a variety of roles displaying administrative
    supervisory and leadership skills in community engagement and planning collection
    development and reference services digital and Library technology program management
    and data analysis for the effectiveness of programs services and resources

Additional Requirements:

  • Unofficial copies of transcripts are required along with the application.

  • Candidates must complete a clerical skills test and achieve a minimum typing speed of80% aptitude 30 WPM with at least80% accuracy

Knowledge Skills & Abilities

  • Proficient in MS Office Suite (Word Excel PowerPoint Outlook)

Position Type and Typical Hours of Work:

  • Full-Time Regular 40 hours a week

  • Typical shifts are day evening night weekend etc.

  • May require attending meetings council sessions or after-hours events and off-site meetings.

Work Environment:

  • This job typically operates in a professional office environment with overhead lighting and long periods of screen time.

  • Daily use of a computer keyboard copier scanner printer calculator and phone (desk and cell).

  • Daily use of software programs including Microsoft Office Suite Outlook Word Excel and GPS.

  • At times work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.

  • Driving: Available and reliable transportation for work-related duties.

Physical Demands:

  • Sitting for long periods; light physical activity that may include walking standing stooping bending reaching lifting and carrying.

  • Ability to lift carry and exert up to 25 pounds. Occasionally lifts carries and exerts up to 40 pounds.
