What you will do at the Department of Economic Equity and Opportunity:

The Worksite Safety Project Monitor is a member of the Worker & Community Protection Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division the Worker & Community Protection Programs ensure that contractors receiving payment deliver on the promises they made to compensate workers operate a safe working environment and create economic opportunities in communities. The Project Monitor Worksite Safety will monitor assigned projects of Harris County Housing & Community Development and Harris County Flood Control Department to ensure compliance with the United States Department of Housing and Urban Development (HUD) and Texas General Land Office (GLO). Reduce recordable worksite incidents by 15% through compliance oversight corrective action tracking and coordination with infrastructure departments.


Duties and Responsibilities:

  • Complaint Intake & Case Management: Receive document and track worksite safety complaints in accordance with Worksite Safety Policy procedures.

  • Investigation of Complaints: Conduct administrative investigations of reported worksite safety concerns including gathering documentation interviewing relevant parties and coordinating with infrastructure departments for verification of findings.

  • Compliance Review & Monitoring: Monitor contractor compliance with Worksite Safety Policy requirements through documentation review reporting systems and coordination with infrastructure departments.

  • Corrective Action Plan (CAP) Oversight: Review evaluate and track contractor Corrective Action Plans to ensure timely resolution of identified safety issues and policy violations.

  • Coordination with Infrastructure Departments: Collaborate with Harris County infrastructure departments (Engineering Flood Control Toll Road Authority etc.) regarding reporting findings and enforcement actions.

  • Enforcement Support: Support enforcement actions by documenting non-compliance preparing case files and coordinating with appropriate departments for resolution.

  • Reporting & Documentation: Maintain accurate records of complaints investigations compliance status corrective actions and outcomes in designated systems of record.

  • Program Support & Continuous Improvement: Identify trends recurring issues and opportunities to strengthen Worksite Safety Policy implementation.

  • Training & Outreach Support: Support internal and external education efforts related to Worksite Safety Policy requirements and worker protections.

Requirements

Required Education & Experience:

  • Associates degree in Occupational Health and Safety Construction Management or a related field
  • Minimum of two (2) years of experience in contract compliance construction and/or related fields specifically including safety compliance
  • OSHA certification -OSHA 30

OR

  • High School Diploma or equivalent (GED)
  • Minimum of four (4) years of experience in contract compliance construction and/or related fields including safety compliance
  • OSHA certification- OSHA 30

Licensure:

  • A valid Texas Drivers License

Knowledge Skills and Abilities:

  • Ability to lead and manage a diverse set of activities in support of departmental objectives.

  • Ability to understand the objectives of a strategic plan and align resources to accomplish those objectives.

  • Ability to handle highly sensitive and confidential information at all times.

  • Ability to work independently with limited supervision relative autonomy and general review.

  • Ability to self-start; assume ownership in setting goals.

  • Requires strong knowledge using various types of office-related and design software.

  • Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives.

  • Ability to establish and maintain effective working relationships with colleagues county officials and the public.

  • Read/comprehend written materials write/record legible notes and correctly complete required forms.

  • Ability to walk and stand for a long period of time. Ability to work in an active construction environment.

Preferences

  • Bachelors degree in occupational health and safety construction management construction science or related field

  • Certified Safety Professional (CSP) certification

  • Bilingual in Spanish and English highly preferred

  • Experience in a similar industry

General Information

Position Type and Typical Hours of Work:

  • This is a full-time position.

  • The typical work routine is 8-hour days Monday through Friday but also subject to early morning evening weekend emergency and holiday work when required.

  • This position involves coordination with contractors project managers and various departments.

Work Environment:

  • Work is generally performed indoors in a normal office environment with acceptable lighting temperature air conditioning and noise levels; as well as a large percentage of time spent outdoors with exposure to heat humidity rain wind and stormy conditions.

Site Visits:

  • May be exposed to fluids compounds or chemicals used in office environments and outdoor work areas.

  • This role is eligible for remote work from within the greater Harris County region in compliance with the Harris County Telework Policy. This eligibility may be removed at any time due to work demands or unsatisfactory productivity.

Physical Demands:

  • Sitting for extended periods with frequent standing and walking and occasional ascending/descending stairs.

  • Visits to indoor and outdoor work locations.

  • Ability to wear provides Personal Protective Equipment when on site visit in the field.

  • Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force to move objects.



Employment may be contingent on passing a drug screen and meeting other standards.
