TheDepartment of Environmental Services (ENV)is hiring anAssistant Program Administrator (Assistant Chief of Environmental Quality). This leadership role supports the management direction and daily operations of the division with a focus on administering regulatory programs in compliance with applicable environmental laws regulations and procedures.
The position oversees and coordinates a wide range of environmental programs including National Pollutant Discharge Elimination System (NPDES) Underground Injection Control (UIC) water quality biological monitoring ocean current measurement source control (pretreatment) air permitting underground storage tanks and other related initiatives. The Assistant Program Administrator plays a key role in ensuring regulatory compliance program effectiveness and the protection of environmental and public health.
What You Will Do:- Oversee and direct the preparation development and revision of legislation and regulations including the Revised Ordinances of Honolulu.
- Review approve and sign official correspondence and procurement documents.
- Administer the Divisions safety program and serve as the backup representative on the Departments safety committee.
- Assist in developing the Divisions goals objectives policies and priorities.
- Evaluate and recommend improvements to organizational structure staffing operations and personnel policies.
Special Working Conditions:- May require climbing ladders and walking on uneven or obstructed surfaces (e.g. platforms temporary ground cover).
- May be required to work outside of regular work hours.
- May be designated as a Disaster Response Worker during declared civil defense emergencies.

Minimum Qualification Requirements
At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelors degree in engineering public or business administration heath and science or a related field.
Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.
For example:
1. Four (4) years of professional work experience in any occupation may substitute for a general bachelors degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in permitting enforcementor a related field may be substituted for a general bachelors degree.
Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.
Education Verification: Education information must be listed clearly on your application. If available please attach a legible electronic copy of your diploma official transcripts and/or applicable foreign credential evaluation to your application. As part of the hiring process you may be asked to furnish documentation to verify your education to move forward for further consideration.
EXPERIENCE REQUIREMENT:
Three (3) years of administrative experience including or supplemented by two years of work experience overseeing/supervising a regulatory compliance permitting and/or enforcement program through subordinate management or supervisory personnel.
