Job Summary

New York City Housing Authoritys Real Estate Development Department (REDD) is responsible for reinvesting in restoring and rebuilding publicly controlled affordable housing. REDD delivers on its mission by securing capital sources and operational expertise through innovative public-private partnerships that center resident voices. REDDs work is critical to achieving NYCHAs overall mission to provide quality housing for New Yorkers that is sustainable inclusive and safe while fostering opportunities for economic mobility.

REDD oversees the implementation of the Permanent Affordability Commitment Together (PACT) program which leverages the federal Project-Based Section 8 program to generate significant funding to modernize NYCHA communities while preserving residents rights and enhancing their quality of addition to the rehabilitation of existing buildings REDD is also using PACT to rebuild public housing developments and create new housing opportunities for existing NYCHA residents in addition to mixed-income housing community and commercial uses public spaces and other community assets. REDDs PACT program has delivered nearly $10 billion to over 31000 homes and will address a pipeline of $6.2 billion in capital needs for over 12000 homes as of February 2026.

Under the direction of the Executive Vice President and Chief Real Estate Officer the Vice President Portfolio Planning and Project Development will be responsible for supervising a team of urban planners and real estate professionals on projects central to achieving the goals of NYCHA. The Vice President will continue to build upon and develop a comprehensive strategy for NYCHAs portfolio prioritize investments and lead community planning work for the department. The portfolio planning functions will be critical to the success of the agency as they will create a multi-year project pipeline and require extensive engagement with NYCHA communities and other external stakeholders. The Vice President will be required to establish and maintain relationships with residents community groups and elected officials.

The key responsibilities for this position include but are not limited to:

-Supervise and provide direction on all aspects of urban planning and zoning analyses of NYCHA developments and environmental reviews of active projects.
-Lead community planning exercises of each development to inform community outreach strategies.
-Lead the creation of a multi-year pipeline and priority list of NYCHAs Real Estate projects.
-Establish short and long-term project goals and time frames and review all relevant project documents.
-Present projects to executive staff boards and City officials.
-Identify new projects and/or development opportunities for NYCHA.
-Build and maintain relationships with resident leaders and advisory groups to help advance projects and build NYCHAs Real Estate pipeline.
-Build and maintain relationships with governmental and quasi-governmental agencies real estate developers and business groups consultants civic and community stakeholders and cultural and professional organizations.
-Demonstrate managerial experience/ability with specific focus on ability to lead and motivate teams to set and meet goals expectations and deadlines with limited oversight.
-Mentor and cultivate junior staff knowledge and skills development.
-Possess a strong sense of professional judgment and ability to solve problems creatively.
-Exhibit leadership abilities including interpersonal communication and public speaking skills and a strong sense of personal accountability to ensure project completion.

Qualifications :

1.A baccalaureate degree from an accredited college and four years of satisfactory responsible full-time experience in a government agency or business firm dealing with housing planning or redevelopment assisting an executive in directing the administration of a large organizational segment or directing or coordinating the administration of several small organizational segments or performing any appropriate combination of these duties of which at least 18 months must have been in a responsible administrative consultative managerial or executive capacity; or
and/or experience equivalent to 1 above. However all candi dates must possess the 18 months of administrative consultative man agerial or executive experience as described above.
