King County Metro Transits Employee Services Division is seeking to hire one (1)Senior HR Analyst (Leaves)position to join the Leave Services team.This position offers a hybrid work environment fantastic benefits and the opportunity to provide critical support and case management for Metro Employees seeking protected leave.

TheSenior HR Analysts (Leaves) is one of six professional staff providing consultation and coordination in the area of leave administration for Metro Transit which employs over 5000 staff. This position will serve as a subject matter expert within Metros Employee Services Division in the administration of the Family and Medical Leave Act (FMLA) and King County Family Medical Leave (KCFML). This position is critically important to the Metro Employees seeking assistance and support and requires the HR Analyst to demonstrate strong coaching skills and empathy on a regular basis.

This recruitment will be used to fill one (1) Special Duty Assignment (SDA) Senior HR Analyst (Leaves) vacancy that is expected to end as of 5/8/2027 and may be extended.In addition this selection process may be used to generate an eligibility pool for future Special Duty Assignment (SDA) positions that may occur in this classification and work group.The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Job Duties

  • Provide advice and consultationtomanagementand Leaves Services HR Analystson the administration of leaves in accordancewith the federal Family and Medical Leave ActKingCounty Family and Medical Leave ordinance andother federalstate and local leave laws and statutes.
  • Advise management onoptions for employees who are unable to meet contractual requirementsto work ona regular basis and/or who may be misusing sick leave and support employees regarding leave status changes.
  • Perform case management duties ina highvolumefast-paced environment for employees who needassistance and have been diagnosed with a medical condition that impacts their ability to work.
  • Administer andmanagetheFamilyandMedicalLeaveAct(FMLA).KingCountyFamilyandMedicalLeave(KCFML) Paid Parental Leave (PPL) and other county specific leave requests for employees within the Metro Transit Department including analyzing requests and supporting documentation determining eligibility and case management.
  • Provide consultation to employees and management regarding specific human resources programs policies and procedures related to leave administrationincluding the interpretation and application of various leaves lawslaborcontractprovisions thatgovern leaveWashington PaidFamilyandMedicalLeave(WAPFML) Washington Family Care Act (WFCA) and On-the-Job injury information.
  • Research andrespond to inquiries from employees andmanagement related to specific leaves andprovide technical analysis and consultation regarding leave administration and absence management.
  • Act as a subject matter expert for supervisors and employees related to the various protected leaves. Provide support for supervisors andemployees support Transit Disability Services andMetro Human Resources and participate in review meetings with relevant stakeholders and management involving leave matters.
  • Administer payadjustments Personnel Change Notice(PCN) andcodingcorrections.
  • Develop prepare and present training to employees supervisors and management on standard processes roles and responsibilitiesproceduresand approaches to the administration of FMLA/KCFMLand other leave entitlements.
  • Perform other general tasks and HR functions that support service delivery within the Leaves and Disability Services team which provides centralized consultation and collaboration on leaves and absence management for Metro Transit employees.

Experience Qualifications Knowledge Skills

Wearelookingforsomeonewhopossessesthefollowingminimumqualifications:

  • A Bachelors degree in Human Resource Management Business Administration Counseling or related field AND at least two (2) years of increasingly responsible experience in coordinating and providing medical leave reasonable accommodations and/or disability services or equivalent work with persons with disabilities ORany equivalent combination of experience and education which provides the applicant with the skills knowledge and abilities required to perform the work duties and responsibilities of the Disability Services Specialist position.

Additional required qualifications are:

  • Experienceinterpreting andapplyingtheWLADFLSAFMLAandapplicable WAC and RCWs.
  • Excellent written and oral communicationskillsincluding the ability to translate technical information to non-technical audiences andthe ability to adapt own communication styleto suit situations that include advising leadership and ES staff suggesting workable solutions and providing end-user support.
  • Demonstrated commitment to and understanding of best practices in delivering quality customer service including effective interpersonalskills conflict resolution and the ability to promote collaboration.
  • Ability to establish and maintain effective cooperative respectful and equitable working relationships with staffMetro leaders and a diverse workforce inorder to effectively manage protected leaves.
  • Skillineffectivetime-managementplanningprioritizingandcoordinatingmultipleprojectswithcriticaltimelines.
  • Ability to evaluate issuesand use analytical skillsto successfully anticipate recognize and resolve problems.
  • Abilitytooperatewithoutwell-definedpolicyandrecognizeprecedent-settingsituations.
  • Proficiency in the following: MSWord Teams OneDrive Excel Outlook SharePoint

Highly competitive candidates will have (desired but not required):

  • Relevant national certification(s)such as a Certified RehabilitationCounselor (CRC)Professional Human Resourcedesignation (SPHRPHRSHRM- SCP SHRM-CPor IPMA-HR).
  • Knowledgeofprotected leaves and employeebenefits.
  • Experienceworkinginthepublicsectorand/orunionizedenvironments.
  • Experience in designing and/or providing ongoing training for management and staff regarding their roles responsibilities and legal obligations on issues such as federal and state leave benefits.

Other Position Information

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday. Work hours are comprised of a 40-hour workweek normally 8:00 a.m.-5:00 p.m. Monday through Friday.

Work Location

This is a hybrid position. The main work site for this position is King Street Center 201 S Jackson St. Seattle WA 98104. The team works in a hybrid model with days in the office as well as telecommuting. Currently employees are required to be in the office a minimum of two day per week. The ratio of remote to onsite work is subject to change depending on business needs. Employees have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
