Task Lead – Lessons Learned, SOCOM J7
Job Summary
Summary:
The Task Lead Lessons Learned Specialist will support the USSOCOM J-7 Joint Special Operations Forces (SOF) Development and Design directorate with a Lessons Learned Program (LLP). The J79-LL SOF Lessons Learned (LL) Program is responsible for the SOF Lesson Learned Program (SOFLLP). The SOFLLP applies lessons learned to the full range of joint operations to develop policy and for gathering developing and disseminating joint lessons learned across the DoD. The purpose of this task is to support CDR USSOCOM with critical information for SOF Force Development and Force Design and related HQ Lines of Operation. Each of these LLPs will execute their duties through collection data management analytics and dissemination of essential insights to support the mission. These duties include the discovery knowledge development implementation and sharing of observations issues/insights lessons and best practices from operations activities and investments (OAI).
Specific duties may include but are not limited to:
- Shall be the Contractors on-site representative liaison and primary point of interface with Contractor personnel as well as with the Government Technical Representative and COR.
- Ensure that requirements are met within the allocated resources of the task order while properly balancing cost schedule and technical performance.
- Oversee the synchronization standardization and quality control of the DVRED processes throughout the HQ subordinate and forward deployed commands (i.e. collection plans development JLLIS training etc.).
- Oversee analyze and evaluate on a quantitative and/or qualitative basis the effectiveness of Doctrine Operations Training Materiel Leadership and Education Personnel Facilitites and Policy (DOTMLPF-P) for identified lessons.
- Oversee and coordinate all OCONUS pre-deployment requirements (i.e. TESA ECOPS/DOCPER SPOT and other emerging requirements).
- Manage CONUS/OCONUS administrative requirements (i.e. travel clearances country bulletins reports etc.).
- Interact and coordinate with subordinate and forward deployed commands Government personnel to ensure all DVRED processes are meeting mission requirements.
- Oversee contract support to include:
- Interact consistently with senior military leadership.
- Execute day-to-day management and administration of project tasks.
- Utilize control and direct contractor workforce as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints.
- Collect DOTMLPF-P metrics that are used for briefing senior leadership on the effectiveness of contractor support.
- Design and develop products for world-wide dissemination to enhance special operations exercises training war games experiments and operations.
- Consolidate monthly observation summaries formatted as Lessons Learned Bulletins highlighting unit subordinate commands and headquarters-level high priority items and trends due the 10th calendar day of the month. If the 10th calendar day falls on a weekend or a federal holiday the documents are due the next government business day.
- On a monthly basis provide Commander-level briefings of findings and recommendations that have DOTLMPF&P implications derived from the JLLIS inputs.
- Perform quality checks on all work products and interact continually with Government COR and any appointed Technical Representative (TR).
- Discuss concerns and ensure total product/service satisfaction with the customer.
- Prepare reports information papers and presentations as required utilizing Microsoft Office family of products (e.g. Outlook PowerPoint Word Excel and Access).
- Develop and maintain an electronic resource to include key points of contact to be used for mission continuity that may be accessed by all stakeholders.
Requirements
Required Qualifications:
- 5 years Program Management experience as a Task Lead on a DoD Contract as a contractor ending not longer than 12 months prior to proposal submission.
- Minimum of 1 year of Command experience as an O5
- 3 years staff experience at USSOCOM headquarters OR 5 years at a Component Command/TSOC
- Masters degree in Program Management Business National Defense Homeland Security or related field OR Graduate of a US Military War College that issues a Masters Certificate
- 1 years experience using unclassified and classified collaborative communications systems such as MS TEAMS ZOOM or similar virtual meeting platforms
Clearance: Requires an active TOP SECRET clearance
Location: MacDill AFB FL
Travel: Travel is required to various CONUS and OCONUS non-hazardous and OCONUS hazardous locations in order to collect observations insights and lessons to accomplish the objectives of this task.
