Job Description
The primary objective of this position is to perform advanced accounting functions related to preparing monthly quarterly and annual reports including the Annual Comprehensive Financial Report (ACFR) for review by external auditors. This position is also responsible for ensuring the accuracy and integrity of the financial system accounting procedures and internal controls to ensure timely and accurate reporting. This position will also provide professional and technical accounting work in support of the capital and operating budget preparations.
Duties/Responsibilities
Accounting and Financial Reporting:
- Perform advanced accounting functions related to preparing monthly quarterly and annual financial statements including the ACFR.
- Compile annual ACFR in accordance with Governmental Accounting Standards Board (GASB) and Government Accounting Auditing and Financial Reporting (GAAFR) requirements.
- Prepare lead schedules and work papers to support preparation of annual financial statements including cash and investments payables and receivables payroll and compensated absences insurance contracts capital assets property taxes long-term debt leases subscription-based agreements etc.
- Work with external auditors to ensure compliance with applicable state and federal requirements.
- Perform necessary grant accounting including potential Single Audit procedures.
- Perform variance analysis to ensure proper account posting and identify potential trends.
- Prepare monthly general ledger reconciliations to ensure accuracy and integrity of the general ledger including bank reconciliations and investment allocation.
- Perform other duties as assigned including but not limited to daily deposits accounts payable accounts receivable etc.
Preparation of Capital and Operating Budgets:
- Compilation and analysis of periodic and regular fund summaries working with departments to develop reports and train personnel to use general ledger reporting software.
- Assist Finance Director and Assistant Finance Director in coordination and preparation of the detailed budget document including working with other divisions and departments.
- Conduct analysis and produce expenditure revenue fiscal variance and forecast reports as requested.
- Assist with the annual budget for enterprise funds and various special revenue funds including the utility fund economic development related funds insurance fund and rate analysis as needed.
- Provide financial advice and technical assistance to other departments and divisions.
- Assist the Finance Director and Assistant Finance Director in preparing special reports analytical studies and financial planning.
- Perform all other duties and assume other responsibilities as assigned or apparent.

Qualifications
Minimum Qualifications
- Bachelors degree in accounting finance or closely related field or equivalent combination of education and experience.
- Three years of experience in governmental accounting or auditing.
- Advanced Microsoft Excel skills.
Desired Qualifications- Three years of experience preparing governmental nonprofit or public annual financial statements.
- Three years of local government nonprofit or public auditing experience.
- Knowledge of JD Edwards Enterprise ProSystem fx Engagement application Hubble or other report writing applications.
- CPA or CPFO designations or actively pursuing.
