The Construction Project Manager oversees the planning coordination and execution of the Ports capital projects managing multiple complex and grantfunded efforts from design through construction and closeout. The role ensures compliance with budgets schedules and technical requirements while coordinating with engineers architects contractors tenants and stakeholders. Responsibilities include contract compliance permitting constructability review issue resolution facility assessments and contributing to strategic and interdepartmental planning initiatives.

Essential Responsibilities:

Essential responsibilities for the Construction Project Manager may include but are not limited to the following:

• Lead and support the development implementation and delivery of the Ports capital projects.
• Manage multiple medium to large complex construction projects through all phasesfrom initial planning and design coordination to construction and closeout.
• Oversee day-to-day construction project activities including contract and schedule compliance quality assurance and quality control cost estimating budget monitoring and preparation of required project reports.
• Manage federal and state grant funded construction projects working with contractors inspectors and document control to meet contract administrative and environmental specifications.
• Coordinate project resources monitor progress against established timelines and milestones and ensure work is completed on time within budget and in accordance with specifications.
• Provide constructability reviews identify design conflicts advise on contract compliance and assist with staging access and construction phasing plans.
• Manage material management and delivery scheduling tasks for assigned projects.
• Prepare and oversee permitting processes required for capital project and maintenance implementation.
• Conduct pre-bid and preconstruction conferences and prepare specialized contract provisions and design agreements.
• Work closely with engineering teams architects building envelope consultants and other design professionals to support design development and interdepartmental coordination.
• Meet with clients architects engineers and other stakeholders to establish project plans budgets and schedules.
• Serve as a liaison between clients Port tenants and project team members to address changes issues or concerns.
• Select negotiate with and coordinate the work of vendors contractors subcontractors and external consultants.
• Manage contract performance review project schedules and work practices and negotiate change orders claims disputes and disagreements.
• Inspect Port marine and industrial facilities and recommend repairs upgrades or replacements.
• Investigate analyze and resolve complex facility issues concerns or operational trends.
• Track project performance indicators and prepare reports for management including analysis of labor-hour trends material and equipment costs and overall productivity.
• Assist with the Ports facilities management programs.
• Develop plans and programs supporting marketing facilities finance and government relations departments related to road rail facility planning funding and outreach strategies.
• Participate as an active member on Ports strategic planning team.
• Actively support the Ports mission and vision and demonstrate values consistently.
• Work effectively as a team player with all Port employees.
• Perform other duties as assigned.

Qualifications:

Education:Bachelor of Science in Construction Management Engineering or advanced degree in a related technical field preferred or any equivalent combination of education training and experience that demonstrates the ability to competently perform the job.

Experience: At least five (5) years of experience in managing capital projects highly desired. Knowledge of local state and federal building environmental and land-use planning regulations pertinent to the Port industry. Advanced knowledge of project delivery methods available for public agencies including but not limited to Design-Bid-Build General Contractor/ Construction Manager (GCCM) Design-Build etc. Demonstrated ability to plan and coordinate facilities modifications or relocations; establish and monitor budgets prepare and present reports. Experience with commercial buildings and site development is desired.

License/Certification:

• Project Management Professional (PMP) credential highly desired.
• Valid unrestricted drivers license.
• Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.

Required Skills/Abilities:

Analytical skills: Able to gather relevant data from appropriate sources; identify all relevant factors or restrictions; apply logical reasoning to determine relationship of variables; develop results-oriented conclusions; test assumptions observe results and incorporate revisions or corrections. Ability to think strategically and cultivate an environment of teamwork.

Communication Skills: College level written and verbal communications skills. Must be able to communicate effectively up down and across the entire organization clearly and succinctly in a variety of styles to get messages across that have the desired effect. The ability to develop and deliver formal presentations in a variety of settings. (i.e. one-on-one small or large groups).

Organizational skills: Able to prioritize and organize numerous tasks and complete them under time constraints. Must have the capacity to balance both short- and long-term issues effectively and handle many simultaneous and often conflicting and changing priorities.

Problem solving skills: Logically think through and solve problems involving several variables. Remain objective in gathering information and investigating issues.

Computer Skills: Advanced personal computer skills with emphasis on Microsoft Office suite Microsoft Project and AutoCAD. Bluebeam Construction software and cloud-based project management software preferred.

Physical Requirements/Environment:

• Ability to sit stand bend and walk for extended periods throughout the workday.
• Ability to see hear speak and communicate effectively in person over the phone and via digital tools.
• Ability to operate or otherwise use computer systems software and standard office technologies to complete essential job tasks.
• Ability to review and interpret information in written and digital formats.
• Ability to perform repetitive hand motions including grasping handling and use of fingers.
• Ability to lift or carry objects weighing up to 25 lbs.
• Ability to push/pull reach stoop kneel use stairs and occasionally climb ladders.
• Ability to drive on an as-needed basis.
• Work is performed in an office environment and at various outdoor locations where adverse weather conditions uneven ground exposure to moving machinery and moderate to loud noise is common.

Salary Range:$99166 - $144691 annually
