The Energy Systems Program Manager will join the Office of the City Architect (OCA) team within Austin Facilities Management (AFM) to assist the City Architect in communicating the status of energy use and deferred maintenance on the facilities AFM manages to City Council the City Managers Office Department Directors and the Citizens of Austin when called upon. The City of Austin currently owns manages and maintains over 8 million square feet distributed over approximately 220 facilities to serve citizens and house our 16000 employees. The data gleaned from our Asset management and Energy management databases will serve as a tool for guiding decisions made by the Strategic Facilities Governance Team City Manager and or City Council. Job Description:
Environmental Systems Program Manager
Purpose:
With limited supervision this position will be responsible for corporate level coordination and management of the city facility strategies and needs assessments and the automated environmental systems and energy efficiency upgrades for City facilities.
Duties Functions and Responsibilities:
Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.
Coordinates and manages citywide facilities strategy and needs assessments.
Oversees and manages implementation and operation of automated environmental systems and Computer Facility Management System (CFMS).
Acts as a liaison advisor consultant between and for department representatives consultants and Deputy Chief Financial Officer.
Develops procedures work plans and research warranties leads and provides training.
Establishes and oversees quality control checks for data integrity.
Oversees inventory distribution
Develops and maintains facility databases.
Leads development of preventative maintenance schedule for buildings and related equipment items.
Performs and oversees periodic website maintenance.
Performs trend and life cycle analysis.
Establishes report templates and custom reports.
Manages energy and oversees energy efficiency upgrades.
Ensures compliance with City ordinances.
Develops implementation plans with standards and costing.
Oversees commissioning and re-commissioning of City building mechanical and electrical systems.
Responsibilities - Supervisor and/or Leadership Exercised:
May be responsible for the full range of supervisory activities including selection training evaluation counseling and recommendation for dismissal.
Knowledge Skills and Abilities:

Knowledge of building automation systems/controls (BAS) related to security life safety systems and mechanical systems.
Knowledge of facility construction maintenance and repair practices and activities.
Knowledge of building automation systems (life safety alarm systems mechanical and lighting controls).
Knowledge of technical systems and facility-related computer networks.
Skill in oral and written communication.

Minimum Qualifications:
Graduation with a bachelors degree from an accredited college or university with major coursework in Industrial Engineering or related field plus four (4) years experience in Facilities Management including two (2) years of which were in a lead or supervisory capacity.
Licenses and Certifications Required:
None.
Physical Requirements:
Moderate to heavy.
Preferred Qualifications:
Registered Certified Energy Manager (CEM) credential through the Association of Energy Engineers (AEE) or the ability to obtain it within 6 months of hire.
United States Green Building Council (USGBC) Accredited Professional certification or the ability to obtain within 6 months of hire.
Experience with Power BI or other Data Visualization software
Experience with Brightly Asset Essentials Brightly Energy Manager or other asset management software
Advanced experience in project management or environmental project initiatives
Ability to travel to more than one work location.
