Job Summary
The Director of Finance and Administration is a strategic and collaborative leader who thrives in a dynamic nonprofit environment embraces complexity and is committed to the highest standards of financial integrity and operational excellence. This individual brings both technical expertise and a mission-driven mindset to every aspect of their work.
As a senior member of the Outreach Administrative Team the Director of Finance and Administration is instrumental in ensuring the organizations consistent effective and fiscally sound operations. This position is responsible for overseeing an approximately $6 million budget while simultaneously directing the organizations Facility Operations Human Resources
and Information Technology functions. The Director of Finance and Operations leads the development and implementation of financial and operational strategies that ensure credibility trust and transparency with internal and external stakeholders and supports the President/CEO and Board of Directors in sustaining the organization through strong internal systems and diversified funding streams.
The Director of Finance and Administration directly supervises two Staff Accountants a Facilities Manager an HR Manager and an IT Manager and manages the organizations relationship with an outsourced accounting agency.
Key Responsibilities
Leadership and Organizational Development
- Participate in Board of Directors and board committee meetings as requested to provide financial and operational updates and seek feedback on organizational performance.
- Assist the President/CEO with vetting prospective strategies business lines and social enterprise activities.

Financial Management
Budgeting and Forecasting Collaborate with program managers and department heads to develop and manage the annual operating budget across all programs and funding streams. Monitor progress and changes ensuring alignment with organizational priorities and goals. Create multi-year financial forecasts and provide actionable guidance on achieving financial sustainability.
KPI Framework Development: Design and maintain an organizational KPI framework spanning finance operations human resources and facilities. Ensure indicators are aligned with the organizations strategic plan mission priorities and funder requirements.
Financial Reporting Prepare and analyze monthly quarterly and annual financial statements that accurately reflect the organizations financial performance and condition. Ensure compliance with nonprofit accounting standards (FASB ASC 958) and present financial information clearly to both financial and non-financial audiences.
Grants and Fund Accounting Oversee the creation and reconciliation of contract and grant proposal budgets. Manage grants and donations ensuring proper tracking reporting and compliance with grant terms. Maintain fund accounting principles to properly segregate and track restricted and unrestricted funds in accordance with funder requirements.
General Ledger Management Oversee the general ledger ensuring accurate recording of all financial transactions including deposits accounts payable accounts receivable and payroll. Ensure timely reconciliation of all bank statements to general ledgers.
Cash Flow Management Monitor cash flow and optimize cash positions to support daily operations and program initiatives. Manage operating capital reserve and trust fund revenues and expenditures. Coordinate investment strategies for surplus funds. Monitor and review loans and lines of credit for renewals and refinancing opportunities.
Financial Analysis Conduct financial analysis to identify trends cost-saving opportunities and areas for improved resource allocation. Develop and maintain tools - including monthly reports and dashboards - to provide the President/CEO with timely transparent insight into the organizations financial status. Provide strategic financial guidance to the President/CEO Finance Committee and Board of Directors.
Audit and Compliance Coordinate and manage the annual audit process maintaining compliance with nonprofit financial regulations and standards. Prepare audit schedules and respond to auditors inquiries. Serve as the primary liaison with external auditors the Audit Committee and the Finance Committee of the Board of Directors.
Tax Compliance Prepare and oversee the filing of required federal state and local payroll tax forms. Ensure timely and accurate filing of Form 990 and any other required regulatory filings.
Financial Systems Manage and enhance financial software and systems to streamline processes and reporting. Ensure data accuracy and integrity and that the agencys internal financial controls are in accordance with generally accepted auditing standards government auditing standards and all applicable rules and regulations.
Outsourced Accounting Agency Management Serve as the primary point of contact for the organizations outsourced accounting agency. Define scope of work monitor performance and deliverables and ensure effective collaboration between the agency and internal finance staff. Periodically evaluate the contract relationship and make recommendations to the President/CEO as appropriate.
Board Reporting Prepare financial reports and presentations for board meetings. Schedule and facilitate Finance Committee meetings in coordination with the Finance Committee Chair and President/CEO.
Operations Management and Compliance
- Oversee the organizations infrastructure technical operating systems and physical plant including ensuring adequate information technology and work environments for Outreach staff and operations.
- Develop and implement an infrastructure of systems processes and policies to improve maintain and expand excellent efficient protocols across the organization.
- Oversee contract management in conjunction with the finance staff.
- Oversee office operations and matters relating to facilities in Lackawanna and Luzerne Counties including insurance and major equipment acquisition and maintenance.
- Oversee the Facilities Manager and Information Technology Manager ensuring all facilities and information/technology-related issues are addressed in a timely manner.
- Provide direction in troubleshooting and resolving emergency and sensitive operational and procedural issues as they arise.
- Work at all times to ensure agency compliance with all applicable rules policies procedures laws and regulations.
Human Resources Management
- Oversee all Human Resources functions including policy development and implementation; employee recruitment hiring and termination; staff relations; and staff training.
- Provide management and oversight for employee timekeeping systems employee benefits plans (employer-sponsored 401(k) health insurance etc.) and all other human resources functions.
- Ensure that employee benefits and compensation are aligned with the organizations goals.
- Lead the development and implementation of a sustainable plan to support proactive professional development and training opportunities for Outreach employees.
- Ensure the employee handbook organizational policies and standard operating procedures are reviewed and updated regularly.
- Direct and analyze studies of human resources and technological conditions and their impact on the organizations policies and operations.
Risk Management
Identify financial and operational risks and develop strategies to mitigate them. Establish and enforce internal controls to safeguard the organizations assets. Oversee risk management activities including insurance and legal matters such as letters of agreement contracts leases and other legal documents and agreements.
Team Leadership
Directly supervise develop and evaluate the finance team (two Staff Accountants) Facilities Manager and HR/IT support staff. Provide mentorship ongoing feedback and opportunities for professional growth. Foster a positive collaborative team culture within the finance and operations functions and across the organization.
Ongoing Professional & Organizational Development
Remain current on best practices in nonprofit finance operations and human resources management as well as state and federal law regarding nonprofit operations. Represent the organization in relevant professional networks and associations.
Other duties as assigned by the President/CEO.
Qualifications
- Bachelors degree in Accounting Finance Business Administration or a related field required. Masters degree CPA or CMA certification strongly preferred.
- Minimum of 7-10 years of progressive experience in nonprofit financial management and/or operations with demonstrated knowledge of nonprofit accounting principles (FASB ASC 958).
- Prior experience managing or overseeing finance staff operations functions and/or external accounting vendors.
- Experience managing budgets of $5 million or greater
- Demonstrated experience in human resources management and facility operations
- Proficiency in financial software and systems commonly used in the nonprofit sector; experience with Sage lntacct is a plus.
- Knowledge of Microsoft Word Excel and Google
- Excellent analytical problem-solving and written and verbal communication skills.
- Strong planning and organizational skills with the ability to manage multiple projects and deadlines concurrently.
- Ability to use independent judgment and discretion in dealing with sensitive situations.
- A record of success in defining and meeting operational performance metrics and experience managing an interdisciplinary team.

Supervisory Responsibilities
The Director of Finance and Administration directly supervises the following staff: two Staff Accountants a Facilities Manager an HR Manager and an IT Manager. This individual also manages the organizations relationship with its outsourced accounting agency. Supervisory responsibilities are carried out in accordance with the organizations policies and applicable
laws and include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Time Requirements
This is a salaried position based on a 37.5-hour work week. Extended hours during budget preparation monthly close-out year-end audits and other key periods may be required including some evenings.
Work Environment
The noise level in the work environment is usually moderate. Regular attendance in the office is required.
Physical Demands
While performing the duties of this job the employee is frequently required to sit; use hands to handle or feel; and talk or hear. The employee is occasionally required to stand and walk stoop and bend. The employee must occasionally lift and/or move up to 10 pounds.
