SUMMARY

The Crime Analysis & Data Analytics Division of the Charlotte-Mecklenburg Police Department is a support unit responsible for continually leveraging technology and employing a set of systematic analytical processes to provide timely targeted information related to crime patterns and trends. The division supports a department of over 2000 employees responsible for a jurisdiction of over 400 square miles andcitizens. Staff members provide direct information and intelligence support to patrol operations investigations and specialized units for use in planning the deployment of resources aimed at reducing preventing and solving crimes.

This positions primary responsibility is directly related to providing support to CMPDs Crime Gun Intelligence Center Integration Initiative. This position serves in a support role for the lead CGIC/ADW/Firearms data analytics specialists. Applicants must be able to perform research and data collection related to criminal cases assist in identifying suspects and compile NIBIN lead workups.

***This is a grant-funded position that will end June 30 2027.***

Major Duties and Responsibilities:

  • Organize/maintain sensitive and non-sensitive data/files to support reporting on performance metrics and case outcomes.
  • Develop comprehensive victim and suspect profiles (including vehicles addresses associates).
  • Compile and analyze findings make interpretations then write comprehensive reports based on data; use these findings to help identify information gaps and future collection requirements.
  • Prepare a variety of reports such as crime and intelligence bulletins.
  • Attend briefings/meetings within patrol and investigative divisions to collaborate on crime series and trends wanted suspects and major cases. Share information gleaned at such meetings as relevant to department personnel for increased awareness response planning or investigative support.
  • Perform other duties as assigned.

Minimum Qualifications:

  • BS/BA from an accredited college or university and major course work with an emphasis in crime analysis criminal justice geography mathematics or related field. Candidate must have both technical skills and strong critical thinking skills.
  • US citizenship
  • Have and maintain valid drivers license

Preferred Qualifications:

  • Knowledge of crime analysis and criminal intelligence work products & methodologies
  • Experience with one or more of the following software programs: ESRI ArcGIS Microsoft Access Microsoft Excel
  • Experience with data analysis/research in at least one of the following areas: Criminal Investigative Analysis Tactical Crime Analysis Strategic Analysis and Administrative Analysis

Knowledge Skills and Abilities:

  • Ability to maintain a high degree of confidentiality with an understanding of general practices related to legal records management data protection and privacy/confidentiality
  • Proficiency and creativity in visualizing analyzing and communicating insights from data
  • Excellent organizational skills and strong attention to detail with the ability to coordinate multiple work streams and work well under tight deadlines; ability to handle change and be flexible in a dynamic environment.
  • Commitment and drive to initiate innovative investigative and analytical processes to help reduce firearm-related crime
  • Data analysis/research in Criminal Investigative/Intelligence Analysis and Tactical Crime Analysis
  • Strong technical skills and critical thinking skills
  • Collaborative results-oriented and relationship-driven professional with experience building internal and external partnerships to enhance the delivery of crime intelligence and data analysis outputs and effectively communicating complex initiatives trends and data to stakeholders
  • Ability to identify critical priorities and align analytical and intelligence efforts

ADA and Other Requirements:

Positions in this class typically require grasping talking hearing seeing and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting standing climbing or walking for extended periods of time
  • Light to moderate lifting and carrying; some crouching stooping squatting crawling reaching pushing and pulling when performing tasks
  • Ability to see hear and communicate information effectively

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual audio and other sensory modalities) for proofreading data entry tabulating data.
  • Ability to operate in an environment with frequent interruptions from people and or noises which in return could result in some level of stress fatigue or strain.
  • Comprehend written information in work-related documents.
  • Ability to hear understand and distinguish speech.

Working Conditions:

  • Work is performed in an indoor office environment with moderate exposure to atmospheric conditions moderate exposure to environmental conditions and frequent exposure to computer screens files and phone.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
