DESCRIPTION: PE is seeking candidates for an IAMD subject matter expert (Policy Analyst) providing analytical programmatic and staff process support for the Air Force IAMD mission. This support requires analyzing complex IAMD policies operations and systems to develop decision-quality information recommendations and preparatory materials for AF leaderships engagement at the National DoD Joint and Service levels.
Primary duties will include (but not limited to):
- Provide decision-quality information on IAMD concerns demonstrating in-depth knowledge of missile defense doctrine relevant DoW and non-DoW organizations and current/emerging IAMD systems.
- Coordinate with external offices (e.g. MDA USAFE NATO) and attend wargames exercises and approximately 100 meetings per year. Analyze requirements concepts and discussions from all forums. Analyze the performance of the DAFs IAMD Defensive Counter-Air (DCA) Offensive Counter-Air (OCA) Counter-sUAS (CsUAS) Air Base Air Defense (ABAD) missions along with the Agile Combat Employment (ACE) and Conventional Support to Nuclear Operations (CNSO) operating concepts. Deliverables: Provide research analysis and recommendations via point papers white papers briefings and other staff instruments. Draft testimony articles for publication and materials for public speaking engagements. Provide recommendations to senior leaders on how to best organize train and equip the IAMD mission.
- Serve as the focal point for coordinating and tracking all IAMD policy staff packages ensuring they conform to AF standards. Provide support for the SPPBE process associated programming databases and the management and transfer of IAMD related Program Elements (PEs). Provide engineering expertise for technology transition from developmental to operational status.
- Support DAF participation in senior-level decision forums such as but not limited to PBR DMAGs JROC (and its successor) and Missile Defense Executive Board (MDEB). Deliverable: Provide pre-briefings scheduling support and all associated product and position development for these forums.
- Support the development of DoW and DAF IAMD international engagement strategies. Join U.S. contingents in meetings with foreign representatives as required. Deliverable: Draft review and provide formal written comments on a broad array of international documents including engagement strategies and bilateral/multilateral agreements.
KNOWLEDGE AND SKILLS:
- Must have expertise in systems including but not limited to: COBRA DANE LRDR UEWR AN/TPY-2 SBX Aegis SM-3/6 THAAD Patriot C2BMC ITWAA SBIRS HBTSS GBI C-sUAS JADC2 associated platforms (e.g. F-35 E-3) and Air and Space Operations Centers.
- Demonstrated subject matter expertise in IAMD strategy policy doctrine technologies and operational challenges at the National DoD Joint and Service levels.
- Strong ability to generate seniorâlevel written products including briefings white papers decision papers testimony and strategic communications.
- Demonstrated ability to plan lead and facilitate meetings involving diverse technical and policy stakeholders.
- Working knowledge of the SPPBE process and associated programming databases.
- Proven ability to develop coordinate track and finalize staff packages across a broad range of IAMD topics in standard Air Force formats.
EDUCATION / EXPERIENCE:
- Masters degree with 8 years of experience OR Bachelors degree and 10 years of relevant experience OR associates degree and 13 years of experience OR High School diploma and 16 years of experience.
- Proven experience analyzing IAMD exercises studies and modeling/simulation outputs to assess operational implications.
- Experience preparing senior Government officials for public speaking engagements and highâvisibility events.
- Experience supporting technology transition activities and understanding interagency processes affecting BMD system element transfers.
