Job Summary and Purpose
- The Director of Procurement and Risk Management provides strategic leadership and oversight for the divisions procurement operations and risk management programs. Reporting to the Deputy Superintendent and COO this position ensures compliance with the Virginia Public Procurement Act and other applicable laws while promoting efficient transparent and effective procurement practices. The role directs procurement strategy contract administration insurance and risk programs and safety initiatives. The Director serves as the divisions senior subject-matter expert on procurement and risk management advising leadership coordinating with legal and governmental entities and ensuring alignment with organizational priorities and regulatory requirements.
Work Objectives/Essential Functions
- Directs and oversees all procurement and risk management operations for the division ensuring compliance with federal state and local laws policies and regulations.
- Plans organizes and supervises the work of procurement and risk management staff establishing priorities workflows and performance expectations.
- Serves as the divisions subject-matter expert on procurement law and practice including application of the Virginia Public Procurement Act and related regulations.
- Develops implements and monitors procurement and risk management policies procedures and program objectives to ensure consistency compliance and operational effectiveness.
- Prepares reviews and approves informal and formal solicitations including bids requests for proposals evaluation criteria contracts and related documentation.
- Develops and reviews specifications and scopes of work to ensure clarity accuracy and alignment with organizational needs.
- Establishes negotiates and administers contracts for goods services construction and insurance ensuring compliance performance and cost effectiveness.
- Coordinates and consults with School Board staff County departments and division leadership regarding procurement and risk management needs issues and long-range planning.
- Administers and oversees the divisions insurance and risk management programs including claims administration risk consulting and brokerage services.
- Oversees and directs safety programs and training initiatives to reduce risk and promote a safe working environment.
- Manages and oversees the Purchase Card (P-Card) program including card issuance monitoring of transactions and compliance with policies and procedures.
- Maintains and monitors vendor relationships and sourcing strategies including development of new supply sources and maintenance of approved vendor listings.
- Reviews and monitors school activity fund transactions to ensure compliance with procurement policies and applicable regulations.
- Provides support to the Deputy Superintendent in responding to and investigating procurement and risk management inquiries complaints and issues and recommends or implements corrective actions as needed.
- Supports and demonstrates the core values of Stafford County Public Schools while engaging in professional development ensuring responsiveness and maintaining compliance with all division policies and confidentiality requirements.
Education and Experience
| Education Attainment (Required): | Bachelors degree from an accredited college or university. Degree in business management or a related field required. |

| Relevant Experience (Required): | Minimum of five (5) years of progressively responsible experience in procurement contracting or risk management. |
