Job Description
The Regional Education Partnerships Senior Manager is responsible for supporting institutional objectives by delivering work aligned with TSTC priorities and operational standards across assigned West Texas service regions. The role contributes to the mission of Texas State Technical College through strategic relationship development with K12 education systems Education Service Centers school districts and regional education leaders to expand awareness of institutional programs workforce outcomes and educational pathways.This role serves as a regional ambassador and lead generator by identifying opportunities that support enrollment growth strengthening educational partnerships and advancing workforce-aligned initiatives. Success in this role requires professionalism accountability communication independent judgment and the ability to build trust with internal and external stakeholders while ensuring appropriate handoff of qualified opportunities to institutional teams.
Essential Functions
The employee will demonstrate TSTCs Core Values of Excellence Accountability Service and Integrity with internal and external stakeholders customers students and community members.
Primary Functional Area
Describes the core responsibilities and outcomes the role is accountable for delivering on an ongoing basis. Responsibilities reflect the role as designed and serve as a primary reference for performance evaluation.
Maintains a consistent regional presence across West Texas by representing TSTC at Education Service Center meetings superintendent convening school district meetings career and technical education forums and community events.
Builds awareness and trust with superintendents principals counselors career and technical education directors and regional education leaders regarding TSTCs workforce-driven mission educational delivery model and student outcomes.
Identifies school districts campuses and education systems with emerging or expanding career and technical education pathways aligned with institutional program offerings and workforce priorities.
Develops and maintains actionable regional intelligence regarding pathway opportunities student populations district readiness geographic considerations and key decision-makers.
Submits qualified partnership opportunities to the appropriate internal teams including Admissions College Pathways and Engagement Dual Credit Industry Relations and academic leadership using established intake and transition processes.
Provides strategic context and regional insight to internal teams regarding priorities barriers opportunities and timing before formal institutional engagement occurs.
Supports institutional growth objectives by strengthening early-stage relationships that contribute to enrollment pipeline development and regional workforce impact.
Collaboration & Communication
Works with stakeholders across teams or locations to support initiatives share information and ensure alignment with institutional goals. Communicates clearly and timely regarding progress needs and outcomes.
Maintains effective working relationships with Admissions Enrollment Management External Relations academic leadership and campus leadership to support coordinated outreach and partnership development.
Communicates institutional priorities program information and workforce value clearly to diverse external audiences while maintaining role clarity and alignment with institutional engagement strategies.
Project or Work Management
Plans prioritizes and completes assigned work within established timelines. Manages multiple responsibilities concurrently while maintaining quality and accountability.
Coordinates travel outreach activities meetings and relationship development efforts across multiple Education Service Center regions and geographically dispersed service areas.
Maintains organized records of outreach activity partnership development lead generation and follow-up using designated institutional systems and reporting methods.

Ensures work products and services meet institutional standards applicable policies and regulatory requirements as appropriate to the role.
Ensures outreach activities communications and partnership engagement reflect institutional standards approved messaging and operational expectations.
Maintains professionalism confidentiality and compliance with institutional procedures while representing the College externally.

Identifies opportunities to improve processes workflows or outcomes and collaborates with others to implement improvements within the roles scope.
Identifies trends barriers and emerging opportunities within assigned regions and communicates recommendations that improve outreach effectiveness relationship development and lead quality.
Education & Experience
Minimum Qualifications
Defines the education and experience requirements used to inform role leveling and qualification alignment.
Bachelors degree in education with 3-5 years communications business workforce development public administration or related field experience; equivalent relevant experience may be considered.
Demonstrated experience in outreach relationship development recruitment education partnerships workforce engagement or related external-facing work.
Ability to work independently across a large geographic region while managing multiple priorities and maintaining strong communication.
Ability to travel extensively with travel requirements potentially exceeding sixty percent of work time.
Preferred Qualifications
Identifies additional education or experience that may support effectiveness in the role but is not required.
Experience working with K12 systems Education Service Centers independent school districts higher education institutions or workforce development organizations.
Experience in enrollment outreach community engagement educational partnership development or regional business development.
Relevant experience may be considered in lieu of formal education where appropriate consistent with TSTCs equivalency philosophy.

Additional Job Description Section (When Applicable)
This position is based in West Texas and requires substantial travel across Education Service Center Regionsand 19.
Occasional evening and weekend work may be required to support meetings events and outreach activities.
The employee must maintain a valid drivers license and the ability to travel independently throughout assigned service regions.
