SUMMARY

The Transportation Planner II position is housed in the Mobility Planning Division of the Charlotte Department of Transportation (CDOT) and is part of a multidisciplinary team responsible for planning Charlottes future mobility network and investments. This team collaborates across departments partner agencies and the community to achieve multimodal solutions that shape and support Charlottes rapid growth and development. Critical responsibilities of this Division include implementing the Strategic Mobility Plan supporting future project development through robust transportation planning and policy development including multimodal network development Strategic Investment Area (SIA) plans and updating foundational policy guidance.

Major Duties and Responsibilities:

Transportation Planning:

Supports and/or leads the development of long-range transportation policy plans programs projects and initiatives Supports and/or leads the implementation of the Citys Strategic Mobility Plan Supports and/or leads the continued development implementation and maintenance of the Charlotte Streets Map Supports and/or leads the review and implementation of transportation elements in the UDO and Streets Manual Supports the development prioritization and programming of multimodal capital projects including those within Strategic Investment Areas (SIAs) and other priority programs Maintains and expands collaborative relationships with City and County departments partner agencies and other CDOT Divisions and staff to advance ongoing initiatives to integrate transportation and land use planning Represents the Mobility Planning Division on interdisciplinary teams with internal and external stakeholders Participates in regional transportation planning activities associated with the Charlotte Regional Transportation Planning Organization (CRTPO) Develops and conducts as necessary public involvement processes related to area plans or other policies/plans Performs all other duties as assigned

Community & Stakeholder Engagement:

Engages and develops collaborative relationships with stakeholders community groups and public/private agencies to successfully implement the Citys transportation policies and programs. Supports CDOT leadership in preparing responses to the City Council and the City Managers Office on transportation planning initiatives and projects. Makes presentations to the community civic boards and/or professional peers on transportation initiatives and growth-related transportation issues

Knowledge Skills & Abilities:

  • Demonstrable working knowledge of the principles and practices of urban and transportation planning
  • Demonstrable working knowledge of policy development particularly policies that integrate mobility land use urban growth and equitable transportation components
  • Familiarity with land development principles and practices
  • Familiarity with the general principles and practices of travel demand forecasting and their relationship to long-range transportation planning and air quality conformity
  • Working knowledge of transportation facilities and project design
  • Ability to manage multiple complex projects and/or tasks simultaneously including coordination across multiple stakeholders
  • Ability to plan and facilitate public engagement processes and incorporate community input into plans and policies
  • Ability to prepare comprehensive plans and reports
  • Ability to establish and maintain effective public relations and working relationships
  • Ability to communicate effectively both orally and in writing
  • Ability to integrate land use urban design and multimodal transportation perspectives in the review coordination and development of mobility projects and plans
  • Ability to understand analyze and visualize data for mobility-related analyses and decision-making
  • Skills in ArcGIS
  • Skills in SketchUp
  • Skills in Adobe Suite including InDesign
  • Ability to use common desktop computer applications for word processing spreadsheets presentations publishing electronic mail internet research communications etc.

Preferred Qualifications:

  • Masters degree in Urban Planning Transportation Engineering Landscape Architecture Geography or a related field
  • Certified Planner (AICP) Professional Engineer (PE) and/or Professional Landscape Architect (PLA)
  • A minimum of three years of professional experience with evidence of increasing responsibility
  • Experience working with public-sector transportation planning processes

Minimum Qualifications:

  • Bachelors degree from a four-year college or university with major course work or a degree in transportation planning urban planning transportation engineering geography or a related field
  • At least 2 years experience in transportation planning engineering or a related field
  • An equivalent combination of education training and experience may be considered

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
