Main Purpose of Job

Quality Assurance and Compliance Audit Manager (Current Vacancy):
The Quality Assurance and Audit Compliance Manager is responsible for leading and overseeing quality assurance and compliance programs within the agency to ensure adherence to applicable federal state and local regulations agency policies and internal standards. This role manages audits develops quality control systems mitigates risk and works cross-functionally to promote a culture of continuous improvement and operational excellence. The incumbent is responsible for providing technical assistance and support to improve service delivery and performance outcomes within the Family Investment Division; the Child Adult and Family Services Division; the Community Services Division; and the Administration of the Prince Georges County Department of Social Services (PGCDSS).
Nature of Work Human Services Administrator I:
A Human Service Administrator I is the supervisory or managerial level of work directing and coordinating a human service program of limited scope or assisting in the direction and coordination of a more complex human service program. Human service programs include child support child welfare adult services family investment aging energy assistance federal compliance Title IV-E program or volunteer program administration. Employees in this classification develop and implement work procedures and administrative controls assist in the formulation of departmental policies guide the staff in overall planning of the activities of the program and review the operating efficiency of the program. Employees in this classification supervise directly or indirectly through subordinate supervisors lower-level Human Service Specialists other technical and professional staff and support staff.

POSITION DUTIES

Quality Assurance and Compliance Audit Manager (Current Vacancy:)
Quality Assurance:
  • Develop and implement agency-wide quality assurance policies procedures and standards.
  • Monitor and evaluate program performance service delivery and internal processes for effectiveness and efficiency.
  • Design and lead quality review protocols to ensure compliance with organizational goals and regulatory requirements.
  • Identify areas for improvement and recommend solutions and process enhancements.
Audit & Compliance:
  • Plan coordinate and execute internal and external audits including readiness assessments walkthroughs and corrective action follow-ups.
  • Serve as the point of contact for regulatory and oversight agencies during audits and inspections.
  • Monitor compliance with applicable laws regulations grant conditions and contractual obligations.
  • Maintain audit trails findings and documentation ensuring timely responses and resolution of audit issues.
  • Make recommendations and monitor instances requiring corrective action or address cases with outstanding corrective action requests and/or remands to ensure quality customer care.
  • Conduct independent case reviews and provide guidance in addressing and/or correcting case reviews of complex cases brought to the attention of QACD Assistant Director.
Reporting & Analysis:
  • Prepare and present reports on quality and compliance metrics to leadership board members and external stakeholders.
  • Analyze audit findings and quality data to identify systemic issues and root causes.
  • Develop risk assessment tools and dashboards to inform management decisions.

Human Services Administrator IExamples of Work:
  • Supervises lower-level Human Service Specialists and/or other technical and professional staff in a specific human service program such as child support child welfare adult services family investment energy assistance federal compliance Title IV-E program or volunteer program administration.
  • Administers a human service program with responsibility for the planning and implementation of new or revised procedures practices and processes and the disposition of a variety of problems issues and projects.
  • Evaluates reports and recommendations of subordinate staff for conformance with the appropriate laws policy and case precedent and determines adequacy of recommendations.
  • Advises subordinates and staff assigned to other areas on the handling of special cases involving unusual ramifications or applications of the human services policies and procedures.
  • Ensures compliance with departmental policies directives and objectives in day-to-day operations.
  • Recommends changes in legislation policies or procedures.
  • Participates in the formulation and modification of program goals and in the process of program planning; Prepares final reports and evaluations of the human service program.
  • Plans conducts or supervises special projects or analyses of the human service program.
  • Conducts studies and analyses of agency human service programs procedures practices and organizations and makes recommendations to improve system efficiency and operations.
  • Consults with program heads and administrative officials regarding policies trends and interpretation of data and program needs.
  • Prepares statistical tables and charts work-flow charts staffing patterns and organizational charts.
  • Plans and implements new or revised procedures practices and processes.
  • Assists in the formulation and preparation of an agencys budget.
  • Performs other related duties.

MINIMUM QUALIFICATIONS

Experience:Eight years of experience four years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedurespractices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses ofprograms procedures practices and organizations for the required experience.

may substitute graduate level education at anaccredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.

may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

  • One year of experience in data analytics.
  • One year of Supervisory experience.
  • One year of experience using Python and creating spreadsheets and databases using Microsoft Office Suite or using Microsoft Office Suite.
  • One year of experience overseeing federal state or local government programs.
  • One year of experience working with internal and external customers or community stakeholders.
  • One year of experience consulting with program heads and/or administrative officials regarding policies or trends for program needs.
