Nous recherchons un Responsable des approvisionnements programme (H/F) qui sera chargé de piloter les activités dapprovisionnements et dachats relatives au Balance of Plant (BOP) de la solution Condensateur Synchrone
Vous assurez le pilotage fonctionnel de léquipe approvisionnements et achats affectée au programme en cohérence avec la stratégie achats de lentreprise.
Responsabilités
Philosophie SQDC :
Veiller à ce que toutes les activités achats respectent la philosophie SQDC (Sécurité Qualité Délais Coûts).
Promouvoir une culture dexcellence opérationnelle au sein de léquipe achats.
Stratégie approvisionnements :
Accompagner léquipe des acheteurs dans la réalisation détudes de marché approfondies afin didentifier les fournisseurs potentiels et dévaluer leurs capacités.
Soutenir léquipe achats dans la définition des fournisseurs potentiels sélectionnés pour les appels doffres (RFQ).
Gestion de la relation fournisseurs :
Soutenir léquipe dans le développement et le maintien de relations solides avec les fournisseurs clés.
Collaborer avec léquipe Supplier Quality Engineering pour évaluer la performance fournisseurs et mettre en œuvre des actions correctives si nécessaire.
Négociation contractuelle :
Participer et contribuer aux négociations contractuelles menées par les acheteurs avec les fournisseurs afin dobtenir des conditions contractuelles favorables.
Pilotage des processus achats :
Garantir que les activités achats sont réalisées de manière efficace dans les délais et à coût optimisé conformément à la philosophie SQDC.
Maintenir les politiques procédures et contrôles achats.
Responsabilité budgétaire :
Gérer avec léquipe achats le budget achats en cohérence avec les objectifs financiers du programme.
Suivre la performance budgétaire et ajuster les actions si nécessaire afin datteindre les objectifs financiers.
Fournir des reportings budgétaires réguliers aux équipes de management du programme (mensuels trimestriels etc.) conformément aux processus de lentreprise.
Responsabilité planning :
Piloter le planning du périmètre achats afin dassurer la livraison à temps des biens et services.
Coordonner les parties prenantes internes et externes pour aligner les activités achats avec le planning global des projets.
Management déquipe :
Assurer le pilotage fonctionnel de léquipe approvisionnements affectée au programme partiellement ou totalement en cohérence avec la stratégie du programme.
Conformité et gestion des risques :
Identifier évaluer et atténuer les risques et opportunités liés aux activités achats.
Gestion des parties prenantes :
Collaborer avec les parties prenantes internes (départements équipes projets) afin de comprendre leurs besoins achats et dy apporter des solutions adaptées.
Communiquer les stratégies plans et résultats achats aux équipes de management du programme et aux parties prenantes de lentreprise.
Représenter la fonction achats et approvisionnements dans les projets et initiatives transverses du programme.
Respect des délais On-Time Delivery (OTD) :
Responsable de la performance OTD (On-Time Delivery) de son périmètre.
Processus dattribution des marchés (Business Award) :
Contribuer au processus dattribution des marchés et participer à la sélection finale des fournisseurs du programme.
Profil :
Au moins Bac5 Master en administration des affaires gestion de la chaîne logistique (Supply Chain) ou domaine connexe.
Minimum de 5 ans dexpérience en approvisionnements internationaux obligatoire
Solides compétences en analyse contractuelle.
Fortes compétences en leadership et en management déquipe transversale.
Vision et planification stratégiques
The Program Sourcing and Procurement Manager (PSPM) is responsible for leading and managing the sourcing and procurement activities relative to the Synchronous Condenser solution Balance of Plant (BOP) to ensure the timely acquisition of goods and services at the best possible cost for the program.
The position is guided by the SQDC (Safety Quality Delivery Cost) philosophy aiming to enhance operational excellence across all procurement activities. Additionally the PSPM is responsible for managing the relevant Balance of Plant (BOP) budget effectively and leading functionally the sourcing and procurement team assigned to the program either partially or fully in accordance with the companys sourcing strategy.
Key Responsibilities:
SQDC Philosophy:
Ensure all procurement activities adhere to the SQDC (Safety Quality Delivery Cost) philosophy.
Foster a culture of operational excellence within the procurement team.
Strategic Sourcing:
Support the buyers team to conduct comprehensive market research to identify potential suppliers and assess their capabilities.
Analyze spending patterns and identify opportunities for cost savings and process improvements.
Support the buyers team to define the potential suppliers selected for RFQs.
Supplier Relationship Management:
Support the team to build and maintain strong relationships with key suppliers.
Collaborate with the Supplier Quality Engineering team to evaluate supplier performance and implement corrective actions when necessary.
Ensure that quality delivery and service level agreements are met by the suppliers.
Contract Negotiation:
Participate in and support the contract negotiations led by the buyer with suppliers to secure favorable terms and conditions.
Ensure all contracts are compliant with both program/company policies and legal requirements.
Lead functionally and support the procurement team to manage the contract lifecycle including renewals and amendments.
Procurement Process Management:
Oversee the end-to-end procurement process from requisition to payment.
Ensure procurement activities are conducted in a timely efficient and cost-effective manner as per SQDC philosophy.
Implement and maintain procurement policies procedures and controls.
Budget Responsibility:
Manage the procurement budget with the procurement team ensuring it aligns with program financial objectives.
Monitor budget performance and make adjustments as necessary to ensure financial targets are met.
Provide regular budget reports to program management teams (e.g. monthly quarterly) according to the company process.
Schedule Responsibility:
Manage the schedule for the procurement scope to ensure timely delivery of goods and services.
Coordinate with internal and external stakeholders to align procurement activities with overall project timelines.
Team Management:
Lead functionally the sourcing and procurement team assigned to the program either partially or fully in accordance with the programs strategy.
Foster a collaborative and high-performance team culture.
Compliance and Risk Management:
Identify and mitigate procurement-related risks and opportunities.
Stakeholder Management:
Collaborate with internal stakeholders (e.g. departments project teams) to understand their procurement needs and provide solutions.
Communicate procurement strategies plans and results to the program management teams and company stakeholders.
Represent the sourcing and procurement function in cross-functional projects and initiatives of the program.
On-Time Delivery (OTD):
The PSPM will be responsible for the overall On-Time Delivery (OTD) of his scope.
Business Award Process:
Contribute to the business award process and participate in the final suppliers selection for the program.
Qualifications:
Education: Masters degree in business administration Supply Chain Management or a related field.
Experience: Minimum of 5-7 years of experience in sourcing or supply chain management.
