Salary Range: Non Union Salary Band I $105 754 per annum to $132193 per annum (plus comprehensive benefits)
Hiring Range: $105 754 per annum - $118974 per annum
Work Mode: Hybrid; 2 On Site days per week which can increase based on operational needs *see below for more details about this work mode.
Location: 10 Peel Centre Drive Brampton and 7120 Hurontario St. Mississauga; ability to travel within the Region of Peel required
Hours of work:35 Hours per week and able to work weekends and occasional evenings where required.
Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning based on local information and research about the needs of Peels many different communities
Reports to: Manager Housing Client Services
In this role you will Supervise 2 Program Analysts 5 Housing Support Workers and 1 Administrative Representative.
What you will do in this role:
- Oversee daily operations of Peel Regions encampment response leading a unionized team and coordinating with municipal and community partners
- Supervise delivery of housing programs including portable subsidies housing stability funding and case management
- Oversee intensive case management for clients with complex longterm needs
- Audit team work hold followup meetings and provide training and guidance
- Ensure highquality service delivery that meets established standards
- Act as primary contact for encampmentrelated inquiries from stakeholders
- Represent Peel Region at community events related to homelessness and encampments
- Ensure compliance with Councilapproved encampment policies protocols and procedures
- Maintain alignment of operating procedures with Council direction regional priorities and changing homelessness conditions
- Apply risk assessment frameworks and develop mitigation strategies
- Attend encampment meetings with Brampton Mississauga and Caledon
- Collaborate with municipal partners and Peel Regional Police
- Provide contract oversight to ensure appropriate use of regional funds
- Lead a unionized team in hiring coaching motivating disciplining delegating work and evaluating performance
- Build and maintain relationships with service providers supporting unsheltered homelessness
- Maintain positive relationships with municipal staff community organizations businesses and other partners
- Track and monitor statistical reports and key performance indicators
- Lead initiatives to increase awareness and support for Peels homelessness response
- Serve as liaison for Housing Services on internal and external committees and networks
- Prepare and review information for communications materials for Council and community partners
- Respond to inquiries and complaints
- Analyze information to improve programs or develop new approaches
- Prepare reports and briefings for senior management and Council
- Coordinate with Housing Services and external partners to integrate byname list outreach services and emergency shelters
- Oversee encampment cost centre ($7.5M) and contracts with Mississauga Brampton and Moyo Health Services Manage federal UHEI funding agreement ($6.8M)
- Oversee client payments issued through the Housing Stability Fund
What the role requires:
A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
Post-secondary education in a Human Services or related field combined with 5 years of experience in housing homelessness and/or the human services field or an equivalent combination of education and experience may be considered
Three (3) years of previous supervisory/leadership experience preferably within a unionized environment
Working knowledge of the housing and homelessness services sectors including encampment-related legal frameworks such as the Trespass to Property Act Safer Municipalities Act local by-laws and the Canadian Charter of Rights and Freedoms
Knowledge and experience working and building trusting relationships with vulnerable populations including people experiencing homelessness including an understanding of trauma-informed approaches and Indigenous-led engagement and cultural safety practices
Skilled in non-violent crisis intervention and de-escalation practices
Understanding of systemic and historical challenges that contribute to homelessness
Ability to consistently use a human rights-based approach that supports voluntary relocation of encampment residents to safer alternatives duty to minimize harm when relocations are required and active participation and engagement with encampment residents
Ability to lead case conferences with encampment response team members as needed
Ability to attend various sites throughout Peel Region on a regular basis in all weather conditions
Coordinating responses during extreme weather alerts
Supporting emergency evacuation of unsafe encampments
Participating in municipal emergency operations when needed
Knowledge of occupational health and safety responsibilities and ability to support staff when exposed to trauma and critical incidents
- Combination of education and experience may be considered
Skills/Abilities:
- High level skills in problem solving negotiation and strong political acumen
- Commitment to ongoing learning and continuous improvement and to supporting and motivating staff to do the same
- Excellent verbal and written communication skills to work with staff community partners other levels of government senior management and Council
- Effective time management skills and the ability to work within a fast-paced environment
- High level of political acuity and ability to manage high-conflict interactions and high-profile events
- Ability to interpret and evaluate information to identify trends to improve the operationalization of the encampment response and/or to develop new processes
- Ability to persuade influence or negotiate with external contacts
- Demonstrate a commitment to diversity equity and inclusion through continuous development modeling inclusive behaviors and proactively managing bias

Work Mode & Job Location:
In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
Its important to note that your off-site work location must be within the province of Ontario. This ensures that were compliant with all regulations and policies.
