LOCATION OF POSITION

MDH Office of Population Health Improvement Baltimore MD

Main Purpose of Job

This position draws upon subject matter expertise to support healthcare workforce planning efforts spanning multiple domains including healthcare personnel facilities organizations and resource allocation. The position is responsible for leading the planning and execution efforts of the Office of Population Health Improvements health care workforce data clearinghouse. The positions duties will include data benchmarking and tracking of trends national research efforts support of state workforce recruitment and retention efforts and contribution of critical data for validation of state shortages to ensure appropriate federal funding and resource allocation.

This position will assist in planning and coordinating various data projects within the Office including the health workforce data clearinghouse health professional shortage area designation data collection and analysis processes.

This position will require strong stakeholder engagement and communication including internal Maryland Department of Health collaborations; health professional boards and commissions; other state agencies; external organizations and interested parties.

This position will also be the lead for establishing short and long term planning and execution activities for assigned projects and communicate and engage internal leadership stakeholders and others.

This position is eligible for Hybrid Telework.

MINIMUM QUALIFICATIONS

Education: Possession of a Masters degree from an accredited college or university in Health Planning Public Health Health Science Hospital Administration or Health Care Administration.

Experience: Four years of professional experience in health planning.

Notes:

1. Possession of a Bachelors degree from an accredited college or university in the fields identified above and one year of professional experience in health planning may be substituted for the required Masters degree.

2. Possession of a Doctorate degree from an accredited college or university in the fields identified above may be substituted for three years of the required general experience.

3. Possession of a Bachelors degree from an accredited college or university and two years of professional experience in health planning may be substituted for the required Masters degree.

4. Applicants may substitute experience in health or hospital administration for up to four years of the required general experience on a year for year basis provided the applicant has at least one year of professional experience in health planning.

5. Health planning experience obtained in a State Health Planning and Development Agency or in a Health Systems Agency as designated by Public Law 93-641 may substitute at the rate of three months for four months of the required experience.

6. General health planning experience as required above is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals Insurance Companies). Such experience must have been the primary purpose of the position during the time in question. Health Planning duties which are performed only incidentally are not considered as qualifying.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess the following experience:
  • Planning and coordinating large data or public health projects
  • Stakeholder engagement
  • Communication with a variety of audiences both verbal and written

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
