Job Summary

The Human Resources Department plays a critical role in advancing this mission by supporting a skilled and dedicated workforce. Within HR the Resource Fulfillment Division is responsible for managing the full recruitment lifecycle. This includes ensuring compliance with Civil Service rules reviewing job postings and candidate applications maintaining eligible lists tracking vacancies through NYCAPS and coordinating candidate outreach and onboarding.

We are seeking a highly capable Manager of the Classification and Qualification Unit for the Employment area of the Resource Fulfillment Division to administer classification policy and procedure to ensure positions are properly classified; and to assess the qualifications of candidates for positions vis-à-vis the prescribed minimum qualification so doing this position will manage both the Classification and Qualification teams and guide members of the Employment team in maintaining supervisory structures and organizations.

Under the direction of the Deputy Director of the HR Civil Service Unit with focused authority for independent judgment and decision-making the Manager of the Classification and Qualification Unit will carry out a variety of duties including but not limited to the following:

-Ensure that position classification throughout the Authority complies with Department of Citywide Administrative Services (DCAS) and Civil Service regulations and guidelines.
-Provide guidance to Hiring Managers across the Authority on policies and procedures related to position classification.
-Supervise the Classification and Qualification Analysts in the performance of position classification and Qualification reviews.
-Supervise analysts performing position classification reviews to ensure civil service title best line of fit
-Assign track and review position classifications performed by analysts.
-Support the establishment and placement of new classes of positions by coordinating with DCAS and internal NYCHA departments to draft and finalize NYCHA proposals to the NYS Civil Service Commission.
-Supervise analysts performing qualification assessments and facilitate pre- and post-employment investigations.
-Coordinate with DCAS and other City agencies on issues related to job title usage minimum qualification requirements and salary structures.
-Oversee the creation and maintenance of internal and public-facing Organizational Charts and Supervisory Organizations in Workday.
-Provide training and guidance to the Employment team in establishing and maintaining supervisory structures and organizations in Workday.
-Update and maintain data records as necessary.
-Update personnel actions in NYCAPS and Workday as needed.
-Document processes prepare progress reports and present findings to senior leadership.

Note: Due to the existence of a civil service list candidates must have permanent civil service status in the title of Administrative Staff Analyst to be considered. However those permanent in the Administrative Manager title may also be considered.

ADMINISTRATIVE STAFF ANALYST ( - 1002D


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
