Job Description Summary

Responsible for managing the Family Time Center and delivering services provided by the Family Time Center to residents in Weld County. Responsible for the direct supervision and development of professional Human Services Family Time Center staff. Ensures that performance standards are met as identified by County State or Federal Government guidelines.

Primary office location is in Greeley but employee may perform work at one of the other satellite offices when required. Reliable predictable attendance within designated scheduled hours. This position is in-person and has limited telework opportunities. Work may involve time away from a standard office environment which may consist of driving to and from home visits and in transporting children. Work may occur in situations in clients homes which could be considered a hostile or unsanitary environment. Some of the home visits may require police support.

*The Family Time Center is open seven days a week from 10am - 7pm Monday - Thursday and 8am-5pm Friday - Sunday.

Job Description

Program Oversight - 30%

  • Actively participates in program evaluation and planning with Family Time Supervisor other Child Welfare Supervisors and the Child Welfare Management Team.

  • Proactively and positively prepares for program development changes in funding projections and improved operational efficiencies by learning and understanding recommendations and best practices.

  • Assists in creating and implementing policies and procedures for the Child Welfare division.

  • Assists in reviews editing and creating policies and procedures for the Time Center.

  • Bring new ideas and curriculum into the Family Time Center to promote continued learning for the staff and better services for the families that we work with.


Supervision/Workflow - 35%

  • Directly supervises employees in the Family Time Center and directs their work activities ensuring a high level of performance and compliance with County State and Federal rules and regulations.

  • Monitors and evaluates workflow using knowledge of business functions program requirements and mandated performance standards to meet required agency goals and timetables.

  • Assigns and schedules work functions within the team using employees performance and level of skill to assure coverage and efficiency while meeting program goals accurately and timely.

  • Uses data to identify trends in workload volume and adjust workloads accordingly.

  • Interviews selects supervises evaluates and correctly assign staff according to Weld County policies and procedures.

  • Regularly appraises employee performance using information gained through Trails client feedback and observation.

  • Meets bi-weekly and/or more frequently if required and/or needed with assigned staff to discuss performance productivity and efficiency.

  • Assists in developing educational and professional development opportunities for staff to encourage professional growth that improves skills and strengthens employee satisfaction and value.

  • Addresses employee concerns and resolves problems in collaboration with Department Administration and County Human Resources.


Collaboration - 20%

  • Initiates and participates in regular communication between the Family Time Center staff and all Child Welfare employees.

  • Develops and seeks opportunities to educate Department employees community partners the Courts Foster and Kinship providers and families regarding visitation services and parenting programs provided by the Family Time Center.

  • Participates as a member of the Child Welfare supervisor team working collaboratively to assure a quality continuum of services for families.

  • Facilitates RED Team and case transfer meetings.

  • Actively participates in Family Team Meetings Team Decision Making Meetings and other meetings for cases as needed.

  • Develops implements and evaluates policies and procedures to ensure high productivity and efficiency. Provides after hours supervisory consultation surrounding safety of child/youth on nights and weekends as needed.

  • Seeks out and actively participates in committees workgroups and community organizations that are pertinent to current topics or events.

  • Develops and maintains working relationships with community resources for collaboration and the efficient and effective coordination of services.


Policies and Procedures - 5%

  • Understand and implement rules and regulations for Child Welfare organizations in Colorado outlined in the State of Colorado Department of Human Services Volume 7 guidelines.

Required Qualifications

  • Bachelors Degree from a higher education institution with course work related to the job responsibilities of child welfare social caseworker. Course work examples can include and are not limited to the development of human behavior child development family intervention techniques diagnostic measures or therapeutic techniques. and 3 years full-time professional casework experience obtained after the degree.

or

  • Masters Degree or higher in social work or human behavioral sciences field and 2 years professional casework experience obtained before or after the advanced degree.


Preferred Education

  • Masters Degree or higher in social work or human behavioral sciences field.


Preferred Experience

  • 3 years experience working in child welfare or a parent visitation program.

  • One-year full time work experience supervising and managing employees that includes directing work activities and evaluating employees.


Skills and Abilities

  • Candidate must possess ability to keyboard at 40 words per minute.

  • Candidate must be willing to work evenings and weekends schedule to always ensure adequate supervision of FTC staff.

  • Candidate must possess the ability to enter data into several different computer programs.

  • Candidate must possess the ability to learn and apply new computer skills on a regular basis.

  • Candidate must have knowledge of computer programs such as Microsoft Windows and Word Excel and Outlook.

  • Candidate must possess the ability to read and comprehend instructions correspondence and department policies and procedures.

  • Candidate must possess the ability to write correspondence.

  • Candidate must possess the ability to effectively communicate in one-on-one and small group situations with parents foster parents relative care providers and community partners.

  • Candidate must possess the ability to clearly articulate concepts directives and goals to employees professionals and state and community representatives.

  • Candidate must possess the ability to apply math concepts and calculations in the work environment.

  • Candidate must possess the ability to apply common sense to problem solve in a work environment.

  • Candidate must possess the ability to adapt to fast paced high volume and ever- changing work environment and be able to handle high stress and conflict filled situations while remaining calm and professional.

  • Candidate must be well versed in effective conflict resolution and possess ability to deescalate hostile situations.


Licenses and Certifications

  • Candidate must pass criminal background check prior to employment start date. Required

  • Candidate must pass Department of Human Services background checks prior to employment start date. Required

  • Candidate must pass a CBI/FBI fingerprint check prior to employment start date and will continue to be subject to CBI/FBI monitoring throughout employment. Required

  • Candidate must submit college transcripts prior to the first day of employment. Required

  • Driving is essential in this position.

  • Candidate must have a valid Drivers License and Liability Insurance Required

  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired will be subject to continuous monthly MVR monitoring and random drug screens throughout employment. Candidate must provide own transportation and be willing to travel as needed to meet the essential functions of the position. Required

  • This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy. Required

  • LCSW LPC licensing Preferred


This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
