Main Purpose of Job

The Workforce Data Clearinghouse Health Policy Analyst II (HPA II) reports to the Manager Workforce Incentive Programs / Director Primary Care Office (PCO) within the Office of Population Health Improvement (OPHI). The positions main purpose will be to lead and oversee the collection and analysis of health care workforce data and develop recommendations for specific healthcare policies services an programs to mitigate those gaps. Additionally the HPA II will support the data and shortage designation needs of the Primary Care Office.
This position works closely with stakeholders and vendors contracted to establish the Healthcare Workforce Clearinghouse and data stewards. The position will oversee the surveying and collection of data to ensure all Department and state policies and protocols are followed as well as all PI and PII data are handled properly per state policies.
The HPA II will provide healthcare occupation data evaluation data management research and analysis. The position will provide synopsis to stakeholders; oversee provider surveying and coordinate data collection. This work will include complex logistics coordination communication with diverse stakeholders and partners. The HPA II will handle special projects and work across programs within OPHI to promote collaboration.
The HPA II will identify statewide priorities and other community needs health statistics and other information needed in the development of health service resources/infrastructure grant applications and to support development of strategic plans to improve access to health care and health status in underserved areas around the state in partnership with local health departments Federally Qualified Health Centers and other community health care advocates.

The HPA II designs and implements data collection methods in collaboration with OPHI staff to support OPHI program policy implementation analyzes the results and makes recommendations based on the findings. The HPA II position is responsible for in collaboration with OPHI office Directors representing OPHI at public meetings on health workforce statistics. This position will also work with OPHI office Directors health care professionals and others at other state agencies and in the private sector to develop and implement health care policies in the collection of workforce data.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Two years of experience evaluating analyzing researching and developing health care services policies and programs.

Notes:

1. Candidates may substitute the possession of a Masters degree in Health Sciences Health Care Administration Public Health Public Policy or closely related fieldfor one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences Health Care Administration Public Health Public Policy or closely related fieldfor the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess experience with the following:
  • Data collection management and analysis
  • Working in health policy and guiding policy recommendations
  • Data management systems and supporting technology

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
