Qualifications

MINIMUM QUALIFICATIONS

  • Bachelors degree from an accredited institution in Architecture Engineering Construction Management Planning Business Administration Public Administration or other related field.
  • Six years of progressively responsible experience in facilities maintenance construction project management or program management.
  • One year of experience with contract administration building codes grant administration and/or procurement.
  • Any appropriate combination of relevant education experience and/or certifications may be considered.
  • Proficiency with project portfolio or program management tools and software.
  • Valid Florida drivers license.

PREFERRED QUALIFICATIONS

  • Masters degree from an accredited institution.
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma or other related certifications.
  • Current registration as Professional Engineer or Architect.
  • Valid Class A General Contractor license.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge and understanding of district policies and applicable federal and state laws and regulations.
  • Knowledge of project or program management principles and practices.
  • Knowledge of contract administration grant administration and/or procurement best practices.
  • Strong interpersonal verbal and written communication skills.
  • Ability to collaborate and work effectively with principals peers contractors vendors and other stakeholders.
  • Ability to analyze data evaluate services and recommend improvements.
  • Ability to interpret and apply laws regulations policies and procedures consistently.
  • Ability to think critically and creatively have a high standard of integrity and be motivated to incorporate best practices into the organizational structure.
  • Ability to take initiative to plan organize coordinate and perform work in various situations when numerous and diverse demands are involved.

Responsibilities

ESSENTIAL JOB FUNCTIONS

Typical duties include but are not limited to:

  • Establish and maintain program governance to bundle prioritize and sequence mid-scale facility projects across schools ensuring alignment with approved budgets departmental priorities and district goals.
  • Define project and program scopes budgets schedules performance standards and quality expectations; lead pre-construction planning activities as applicable.
  • Coordinate cross functional teams and contracted professionals throughout design procurement and construction phases ensure adherence to schedules budgets and financial control requirements.
  • Develop implement and oversee policies procedures and best practices for the effective management of mid-scale facility projects and multi-site programs.
  • Direct project workflows monitor productivity and efficiency and implement quality assurance and continuous improvement processes.
  • Serve as the bridge between Maintenance Services and Construction Projects Management triage requests and assign the appropriate delivery method or project pathway.
  • Provide oversight and management of Operations Division ancillary services as directed.
  • Perform other job-related duties as assigned.
