Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in south west Dublin. With a staff of over 4000 people from 63 different countries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.
The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. TUH is also supported by the Adelaide Health Foundation the Meath Foundation and Tallaght University Hospital Foundation.

BACKGROUND TO THE POST
Rare diseases are those affecting less than 1 in 2000 people. There are over 10000 rare individual diseases that together affect approximately 300000 people in Ireland. While it is vital that accurate diagnosis is facilitated by specialists with expertise in the diagnosis and management of rare conditions some diseases are so rare that the necessary knowledge might not be available in the patients nearest health centre or country particularly in small island nations like Ireland.
In 2017 a number of European Reference Networks (ERNs) were launched connecting more than 900 healthcare units across 26 countries within the EU to improve access to expertise in rare complex diseases and thereby improve healthcare quality reduce inequalities of access and increase medical expertise across the EU. Since 2022 Tallaght University Hospital has been a recognised site of expertise and full member of ERN-RND (Rare Neurological Diseases) and ERN-RITA (Rare Immunological Disorders) and affiliated member of ERN-GUARD-Heart (Rare and Low Prevalence Complex Diseases of the Heart). Patients with these rare disorders can now expect to receive coordinated patient-centred care from diagnosis to treatment and follow-up and to be part of a European Network that sets the standard for care and ensures excellence in all facets of the rare disease care pathway.
University Hospital (TUH) is the only designated Irish reference site for the European Reference Network on Rare Neurological Diseases (ERN RND). The service provides specialist multidisciplinary care for adults with a range of rare and complex neurological conditions including but not limited to hereditary ataxias spastic paraplegias atypical Parkinsonian syndromes and other inherited or neuro-genetic disorders. As part of ERN RND the TUH team contributes to national and European collaboration in clinical care education research and knowledge sharing ensuring patients and families in Ireland have access to expert diagnosis management and cross border expertise for rare neurological diseases.
The Hospital is a provider of local regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit a national Urology Centre and the second largest provider of renal dialysis services in the country.

This is an exciting new role for a Senior Psychologist to join the dynamic experienced and growing Department of Psychology team at Tallaght University Hospital (TUH). The role aligns with the aims and objectives of the Department of Health National Rare Disease Strategy 2025-2030. Themes and priorities included in the strategy are access to orphan medicines and innovative health technologies health information systems and registries; access to mental health and psychology services; and health workforce and training. The priority remit of this Senior Psychologist role is to develop a psychology service improving access to dedicated specialist psychological support (assessment and intervention) for patients with rare neurological diseases. The new psychology service will sit within the multidisciplinary teams in TUH for patients attending the Neurology Services for specialist care of their rare disease(s). The Senior Psychologists role will involve establishing the psychological needs of patients attending these specialised services within TUH and implementing a psychology service pathway to meet these needs.
The Psychologist will be a member of the Department of Psychology under the governance of the Principal Psychology Manager and will deliver and develop the service in close collaboration and liaison with the TUH ERN Clinical Lead for rare diseases.
Within the role they will:
  • Develop deliver manage and evaluate a psychology service to inpatients and outpatients under the care of the TUH Rare Disease ERN ensuring best practice. This will entail assessment and intervention with patients as well as working with families and other agencies as appropriate.
  • Be responsible for the provision of high quality psychology input to TUH ERN with priority caseload given to patients with rare neurological disease.
  • Work as part of the existing multidisciplinary team in coordinating developing and delivering the service to meet the needs of patients and the objectives of the organisation.
Overview of role:
Key Duties and Responsibilities
  • Provide a direct evidenced-based assessment formulation and intervention service to inpatients and outpatients attending the TUH ERN RND service with particular priority given to patients with rare neurological disease.
  • Formulate and implement plans for psychological therapeutic intervention or management based on appropriate conceptual frameworks. Provide brief evidence-based psychological intervention where appropriate individually or in group context.
  • Lead and contribute directly to the development planning organisation and evaluation of a psychology service to patients attending Neurology Services for rare disease care.
  • Develop and maintain collaborative working relationships with colleagues members of the multi- disciplinary team medical teams and staff within the hospital and with outside agencies and services and other relevant stakeholders.
  • Undertake all clinical duties as appropriate to the role and to manage referrals to this psychology service and waiting lists as required.
  • Develop and maintain high standards of clinical practice within the clinical area through clinical evaluation audit opportunities and evidence based practice consistent with a specialist in the area of rare disease.
  • Work flexibly within the MDT team to manage a caseload of patients with complex needs including patients presenting with significant need complex presentations and potential high levels of psychological distress.
  • Ensure that professional colleagues and other relevant health professionals with input to patients care have access to and sufficient understanding of a psychologically-based framework for understanding and delivering care to rare disease patients their families and carers. This may be achieved through providing recommendations advice training and consultation and provision of support for the needs of the patient attending the rare disease service.
  • Attend MDT meetings and provide psychological consultation regarding the formulation of patients needs and comprehensive assessment of clinical outcomes.
  • Provide neuropsychological assessments in the context of acute and post-acute care in consultation and collaboration with the rare disease team.
  • Collaborate with psychologists in other relevant settings such as mental health service and other Section 38 and 39 service providers as well as external agencies.
  • Offer information and education to patients families and carers regarding the psychological and neuropsychological aspects of rare disease recovery and rehabilitation.
  • Develop and maintain specific input into the education of other health professionals and to take part in post-graduate education relevant to rare disease and neurology.
  • Support the TUH Principal Psychology Manager to create and develop systems for reviewing the individual training needs.
  • Ensure the necessary liaison and co-operation with Medical Nursing HSCP and other disciplines as relevant to the rare disease service.
  • Exercise autonomous professional responsibility in the delivery of care in accordance with departmental and organisational policies and procedures.
  • Represent the TUH ERN RND on planning teams meetings and committees in agreement with the Clinical Lead Rare Disease Consultants and Principal Psychology Manager.
  • Utilise evidence-based literature and research to support the design pilot and evaluation of this new TUH ERN RND Psychology Service.
  • Undertake project management including audit and service evaluation with colleagues within the service to help promote and develop service provision.
  • Participate in evaluation of all clinical activity within the post and provide such information as required by the Psychology Manager for the purpose of service monitoring and evaluation.
  • Conduct encourage and support service-related research and provide research advice as appropriate.
  • Develop and maintain a comprehensive information system for the Psychology in the rare disease service and to furnish Principal Psychology Manager with statistical data and reports as may be required.
  • Prepare for and attend any appropriate meetings within the Psychology Department.
  • Participate in continuing professional development to ensure compliance with statutory regulations.
  • Attend to appropriate self-care activities in line with professional guidelines.
  • Undertake clinical supervision appropriate to the role and the clinical work undertaken in agreement with Principal Psychology Manager.
  • Provide clinical supervision to Staff Grade Psychologists assistant psychologists and provide specialist placement opportunities to psychologists in training where appropriate.
  • Ensure that effective safety and risk management procedures are in place and that they are known and followed by all members of the department
  • Re-enforce the importance and relevance of quality in everyday work and place monitoring procedures that ensure work is carried out to agreed standards
  • Demonstrate capacity for emotionally demanding work and willingness to develop leadership skills and engage and lead in service planning activities in collaboration with Principal Psychology Manager team members and multidisciplinary teams as appropriate
  • Disseminate and comply with hospital policies procedures protocols and guidelines
  • Promote a culture that values diversity and respect in the workplace.
  • Promote and work in an ethical and professional manner at all times.
Qualifications & Experience required
Must have:
  • Recognised honours degree in psychology.
  • Recognised postgraduate qualification in clinical or counselling psychology
  • A minimum of 5 years postgraduate experience in clinical or counselling psychology (inclusive of time spent in training).
  • Demonstrated competence in the planning development delivery and evaluation of a quality psychological service in an acute hospital setting.
  • Possess the requisite knowledge and ability (to include a high standard of suitability and clinical skills and ability) for proper discharge of the duties of the post.
  • Significant experience providing psychological intervention to a wide variety of patients including those with health conditions and acquired disability.
  • Candidates who have completed their postgraduate training outside of Ireland must ensure that their qualification is validated by the Department of Health and Children.
Desirable:
  • Demonstrated interest in treatment of rare disease patients through participation in relevant workshops conferences or training.
  • Demonstrable skill in Neuropsychological assessment.
  • Membership of the PSI Division of Neuropsychology. Eligibility to be registered as a Chartered Clinical Neuropsychologist in Ireland or working towards same
  • Post graduate qualification in the area of applied Neuropsychology
  • Experience in the acute hospital sector
Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 367Y.
  • The appointment is full time specific purpose and pensionable.
  • The annual leave entitlement is 29 working days per year. The leave year runs from 1st April to the 31st of March each year.
  • Normal working hours are 35 hours weekly. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.

SUPPLEMENTARY INFORMATION

Age Restrictions In Relation To Applications
Age restriction shall only apply to a candidate where he/she is not classified as a new entrant
(within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act 2004).
A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed applications for the office occurs.

Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.

Garda Vetting
Garda vetting is sought for all employees and prospective employees of Tallaght University Hospital. Given the specialised nature of the services provided your appointment will be subject to satisfactory Garda vetting and re-vetting in circumstances where the Hospital deems it appropriate. The Hospital will then process the necessary documentation to endeavour to obtain the satisfactory Garda clearance for you. You are obliged to disclose previous and any criminal convictions acquitted during the course of your employment. Should the Hospital obtain information from the Garda vetting unit to indicate that your Garda clearance report is not satisfactory and / or if you have supplied the Hospital with false or misleading information in relation to your Garda clearance status the Hospital reserves the right to withdraw or terminate the contract in accordance with Tallaght University Hospital Garda vetting policy.

Point on Salary Scale
New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment in respect of previous experience in the Civil Service local authorities health service and other public service bodies and statutory agencies.

Probation
The probationary period may be extended at the Hospitals discretion but will not in any case exceed 9 months. Confirmation of your appointment as a permanent member of staff is subject to the successful completion of the probation period. Termination of this agreement within the probationary period shall be at the discretion of the Hospital in accordance with the Minimum Notice and Terms of Employment Act 1973 - 2001.

Termination of Employment
The employment may be terminated at any time by one months notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/91. The Managements right under this paragraph shall not be exercised save in circumstances where the Management is of the opinion that the holder of the office has failed to perform satisfactorily the duties of the post or has misconducted himself/herself in relation to the post or is otherwise unfit to hold the appointment.

Sick Leave
  • There is provision for sick pay at the Hospitals discretion subject to the regulations and details found in the Staff Handbook/ Personnel Policy Manual as per the Hospitals sick leave policy.
  • In the event of absence from work you are required to contact your Manager/Supervisor within one hour of starting time on the first day of absence while a Medical Certificate is required for any illness lasting in excess of two days. Failure to comply with the sick leave policy may result in a loss of pay for the period of absence and may also incur disciplinary action.

  • Make the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.
  • Collect interpret and present data and information on the Departments activities staffing and expenditure as required.
Pension Arrangements and Retirement age
There are three superannuation schemes currently in operation for staff in Tallaght University Hospital:
(a) Voluntary Hospital Superannuation Scheme (Non-New Entrant)
(b) Voluntary Hospital Superannuation Scheme (New Entrant)
(c) Single Public Service Pension Scheme
Please read carefully the summary of the criteria for the three superannuation schemes below. This will assist you in identifying which scheme membership is applicable to your employment circumstances.
(a) If you have been continually employed in the public service prior to the 1st April 2004 and you have not had a break in service of more than 26 weeks you will be included in the Voluntary Hospital Superannuation Scheme (Non-New Entrant) with a Minimum Retirement Age of 60 and a Maximum Retirement Age of 65.
(b) If you have been continually employed in the public service post the 1st April 2004 and you have not had a break in service of more than 26 weeks you will be included in the Voluntary Hospital Superannuation Scheme (New Entrant) with a Minimum Retirement Age of 65. There is no Maximum Retirement Age.
(c) If you have commenced employment in the public service as a new entrant or you are a former public servant returning to the public service after a break of more than 26 weeks you will be included in the Single Public Service Pension Scheme effective from the 1st January 2013 with a minimum retirement age of 66 (rising to 67 and 68 in line with state pension changes). The maximum retirement age under this scheme will be age 70.

Hygiene / Infection prevention and control
  • All employees have responsibility for Hygiene awareness. Hygiene is defined as The practice that serves to keep people and environments clean and prevent infection.
  • All employees also have a responsibility under their terms of employment to prevent transmission of infection and to follow the hospital infection control policies and guidelines as outlined in the Infection Control Manual.
  • All employees must be aware that they work in an area where there is potential for transmission of infection.
  • All employees have a responsibility to follow hand hygiene guidelines as this is the single most important intervention to prevent the transmission of infection.
Quality safety and risk management
  • Support the delivery of the Quality Safety and Risk Management Programme including the appropriate identification and management of risks and incidents throughout the hospital.
Data Management
  • Ensure compliance with the obligations required by the Data Protection Act 2018.
Confidentiality
You will be aware of the confidential nature of Hospital work and in particular the right of patients to confidentiality. To this end you will not discuss workings of the Hospital or its patients or disclose any information of a confidential nature except as required to do so in the course of your work. No records documents or property of the Hospital may be removed from the premises of the Hospital without prior authorisation. You must return to the Hospital upon request and in any event upon the termination of your employment all documents or other property of the Hospital which are in your possession or under your control.

Mandated and Designated Persons under Children First Act 2015
Schedule 2 of the Children First Act 2015 specifies the classes of persons defined as Mandated Persons for the purposes of the Act. This includes a range of disciplines that are employed by the hospital including all medical practitioners registered nurses physiotherapists psychologists social workers and others. This includes staff working in adult services. All mandated persons have two main legal obligations under the Children First Act 2015. Mandated persons under the legislation are required to report any knowledge belief or reasonable suspicion that a child has been harmed is being harmed or is at risk of being harmed. The Act defines harm as assault ill-treatment neglect or sexual abuse and covers single and multiple instances. Mandated persons are also required to assist Tusla if requested in assessing a concern which has been the subject of a mandated report. Designated Officer are required to receive reports of suspected child abuse or neglect from any person who is of the opinion that (a) a child has been or is being assaulted ill-treated neglected or sexually abused or (b) a childs health development or welfare has been or is being avoidably impaired or neglected.
