REFUSE OPERATOR - OPERATIONS

GENERAL PURPOSE
This position operates refuse collection vehicles throughout the city and picks up refuse and recycling materials. Receives general supervision from the Sanitation Supervisor. Participates in all work activities as well as performing a variety of technical tasks related to the assigned area of responsibility. Receives technical and functional supervision from the Refuse Crew Leader - Operations.
ESSENTIAL JOB FUNCTIONS
- Operate refuse collection vehicles throughout the city and pick up city refuse and recycling.
- Operate loaders screeners skid steers log splitters chainsaws or any equipment used in the Refuse Department as needed.
- Operate hydraulic systems and controls on trucks to complete daily duties and tasks successfully.
- Perform maintenance and repair tasks on trucks issued daily; grease and lubricate all moving parts; check and replace necessary fluid.
- Clean the assigned vehicle after completing the route and returning to a storage facility.
- Fill out maintenance and route reports.
- All duties as assigned including operating various maintenance machines and equipment at the compost facility. Also the ability to be available and respond to emergency operations at any hour.
- Available for overtime as needed.
- Operate construction and maintenance equipment such as refuse trucks salt/sand spreaders snowplows dump trucks front-end loaders compressors jackhammers grinders screens mowers weed eaters blowers and chain saws.
- Maintain hand tools and assigned equipment.
- Direct and control traffic around work sites.
- Utilize proper safety precautions related to all work performed.
- Respond to public inquiries in a courteous manner.
- Provide information within the area of assignment.
- Resolve complaints in an efficient and timely manner.
- Perform snow removal and ice control duties as required.
- Be available to work 15 hours at a time when needed; be available for recall at any time for snow/ice control operations or other contingency operations.
- Actively participate in and enforce our recycling education.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.
- Perform other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- At least two years of general maintenance experience performing field maintenance work within the assigned area of responsibility; some experience operating automated refuse collection equipment preferred.
- High school diploma or its equivalent.
- Any combination of experience and education that would likely provide the required knowledge and abilities may qualify.
SPECIAL REQUIREMENTS
- Possession of or ability to obtain a valid Utah CDL Class A within 150 days.
- Employees will be required to complete NIMS IS100 IS200 IS700 and IS800 within one year of hire.
Failure to obtain/maintain license and certificate as outlined above will result in termination from the position.
KNOWLEDGE SKILLS AND ABILITIES
- Knowledge of methods and techniques of refuse and recycling collection and disposal.
- Knowledge of basic equipment maintenance and repair methods and techniques.
- Knowledge of general construction maintenance and repair methods related to the area of work assigned.
- Knowledge of the operational characteristics of mechanical equipment and tools used around work assigned.
- Knowledge of occupational hazards and standard safety practices.
- Skill in learning to perform unskilled and semi-skilled maintenance construction and repair work around work assigned.
- Skill in operating a variety of vehicular and stationary mechanical equipment safely and effectively.
- Skill in performing various manual tasks for extended periods of time and in unfavorable weather conditions.
- Skill in performing heavy manual labor.
- Skill in working independently in the absence of supervision.
- Ability to understand and follow oral and written instructions.
- Skill in communicating clearly and concisely both orally and in writing.
- Ability to maintain physical condition appropriate to the assigned duties and responsibilities which may include walking or standing for extended periods of time and operating assigned equipment.
- Ability to maintain effective audio-visual discrimination and perception is needed for making observations communicating with others and operating assigned equipment and vehicles as required by the position.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
- Ability to maintain mental capacity which allows for effective interaction and communication with others.
- Ability to comply with all city policies and regulations including safety and risk management standards.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
- Work environment is primarily outdoors in a refuse environment and the employee may be exposed to loud noises waste and infectious materials wet or humid conditions moving mechanical parts high and precarious places fumes or airborne particles toxic or caustic chemicals outdoor weather conditions extreme cold extreme heat risk of electrical shock and vibrations.
- Travel between work sites is required which exposes the worker to the hazards associated with travel by vehicle.
- Will be expected to respond to and work additional shifts as the need arises to include 12-hour (longer in emergency) shifts weekends and holidays.
- The work is heavy work requires exerting up to 100 pounds of force occasionally up to 50 pounds frequently and/or up to 25 pounds of force constantly to lift carry push pull or otherwise move objects. Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
- The worker must possess the visual ability to see at close (20 inches or less) and far (20 feet or more) distances identify and distinguish colors observe an area that can be seen up and down and left and right while eyes are fixed on a given point judge distances and spatial relationships and adjust the eye to bring an object into sharp focus.
- Additionally the following physical abilities are required: standing walking sitting using hands and fingers to handle or feel reaching with hands and arms climbing balancing stooping kneeling crouching talking hearing and smelling.
