BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Emergency Preparedness and Response
The purpose of the assignment is to reinforce WFP Peshawar Provincial Office capacity through dedicated short-term specialized support to emergency preparedness and response activities during this Corporate Early Warning activation. The officer will report to international surge EPR staff if on ground otherwise the HoPO.
KP PO is scaling up its response to mass displacement throughout the province. WFP has entered the global Corporate Early Warning phase under HQ activation protocols driven by this and wider regional line with this IR-Prep funds for emergency preparedness for response has been provided. The PO is at peak delivery of GCF and expanding education activities and nutrition and other programmes. Without surge support there is a risk of disruption to VAM SO1/GCF delivery and other high-volume work.
Alongside direct WFP emergency assistance WFP is mandated to strengthen provincial emergency preparedness and response capacity including disaster management authorities. This supports continuity of SO1 emergency assistance and is overlayed/complemented by resilience and FFA work with links to nutrition and education activities.
As of 30 March 2026 cross-border conflict has resumed along the PakistanAfghanistan border affecting KP. Early warning is focused on high potential of displacement from North Waziristan and increasing and continual impacts and conflict throughout the province. UN and government partners also anticipate renewed extreme weather events with potential for large-scale casualties and displacement as seen nationally in 2022 displacing millions nationally and killing hundreds annually in the upcoming monsoon season.

ACCOUNTABILITIES/RESPONSIBILITIES:
A. Programme Implementation & Quality

  • Ensuring and contributing to neutral coordination/partnerships impartial targeting and registration WFP-led operationally independent sensitization monitoring CFM verification targeting and registration in line with the Global Assurance Framework.

  • Ensuring all design and implementation includes internal and external actors preparedness evidence-based integrated (nutrition and gender-sensitive) coordinated people-centred and conflict sensitive with responsible exit and transition strategy. This is founded on risk-based alignment and prioritization of protection and AAP standards and cross-cutting priorities including humanitarian principles and the global assurance plan.

  • Monitor implementation progress against workplans and programme quality standards (relevance timeliness accountability).

  • Provide technical support to strengthen delivery processes (e.g. CBT in-kind in coordination with school feeding nutrition livelihoods databases).

  • Work closely with SC and CBT stakeholders to ensure internal readiness and rapid accountable scale-up with effective pipeline plans monthly ops plans and more.

  • Effective CP liaising and management using monitoring findings and feedback with senior staff.

  • Identify implementation challenges and propose corrective actions.

  • Strong liaising with Access and Security stakeholders.

B. Data Evidence & Analysis

  • Compile clean analyse and interpret programme and monitoring data to inform decisions.

  • Support functionality and use of databases and dashboards ensuring data quality and consistency.

  • Support assessments market monitoring and evidence generation exercises in an effective manner.

C. NGO Partner Oversight & Coordination

  • Review partner reports for completeness accuracy and alignment with deliverables.

  • Follow up on implementation gaps CFM issues and documentation needs.

  • Coordinate routine partner meetings document action points and ensure follow-up

D. Reporting Documentation & Learning

  • Compile field inputs for donor reports sitreps and internal briefs.

  • Document lessons learned human stories and case studies to inform programme improvement.

  • Maintain organized records of monitoring data partner reports and minutes.

E. Stakeholder Engagement & Capacity Strengthening

  • Support capacity augmentation and strengthening of government NGO partners and community actors on programme processes data tools and accountability standards as feasible.

  • Support alignment with national systems and sectoral platforms where applicable.

F. Accountability to Affected Populations (AAP) & Protection

  • Ensure inclusion do no harm mitigation of risks and adherence to AAP standards PSEA and zero tolerance policies during implementation.

  • Monitor CFM and M&E issues and ensure timely follow-up with partners.

  • Prioritize minimizing exclusion errors effectively while scaling up efforts to reduce inclusion efforts in a timely manner.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Accurate timely and well-organized programme and monitoring outputs.

  • Improved programme quality documentation and compliance with WFP standards.

  • Strengthened evidence base for decision-making.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced university degree in Social Sciences Development Studies Economics Nutrition Agriculture Statistics or equivalent or first level universality degree with 2 additional years of relevant professional experience.

Experience:
A minimum of 1 year of post-graduate relevant professional experience with significant responsibility leading coordinating managing emergency preparedness response (in-kind cash vouchers) food security coordination government partnerships and liaising and transitional activities such as FFA livelihoods and/or responsible hand-over to capacitated accountable NGOs and national social assistance and safety nets.

Knowledge & Skills:

  • Strong analytical and reporting skills.

  • Ability to manage multiple tasks under tight timelines.

  • Ability to coordinate with partners and government counterparts.

  • Knowledge of AAP/protection principles targeting M&E Assurance CP management government liaising

Languages:
Strong command of oral/written English; and fluency in local dialect as required.
