Job Description

1. Context of the project

• Since 2017 fine platform has been responsible for coordinating the organisational and digital processes of ours. The programme carries out digitisation projects that contribute to a better execution of (financial) penalties and to reducing the administrative workload within the judiciary the police and other partners in the (financial) criminal justice chain.
• The mission of fine platform includes the active start-up of new projects the monitoring and management of ongoing projects and the general coordination of projects as a whole.

The main objectives of fine platform are:

• To speed up the processing of fines;
• Reducing the workload of those involved in the criminal justice chain through a chain approach;
• Digitizing information processing;
• Improve the financial execution of sentences;
• Improving the service to the public.

2. Object of the project:

• We launched the Fine Platform project in 2017. It arose from a European directive that aims to reduce the number of deaths injuries and material damage by consistently imposing sanctions for traffic violations within the European Union. The fine platform has fully optimized the process of immediate collection and amicable settlement of traffic fines and correctional fines partly thanks to standardization and digitization. Since 2021 many initiatives have also been taken in the context of traffic. These initiatives lead to a continuous expansion of the number of traffic fines and the new type of traffic fines managed by the fine platform.
• In addition work will also be done on supervising the execution of the sentence with a particular focus on the financial implementation of the sentence the core task.
• You will work in particular within the framework of the following projects.

3. Features of the profile:

• As a Solution Architect Expert you will play a crucial role in the successful implementation of complex projects. You will work closely with various stakeholders including internal teams external partners and government agencies such as the Police to achieve the project objectives. You play a crucial role in designing developing and implementing innovative solutions that meet business and non-functional requirements. You are a strong technical leader who works with various stakeholders has knowledge of modern architecture frameworks and security standards.

Responsibilities:

1. Providing technical leadership and direction for software projects including making key technical decisions and defining technical requirements.

2. Developing technical architectures and designs and ensuring the implementation of best practices and standards.

3. Collaborate with product managers business analysts and other stakeholders to assess the technical feasibility of new features and solutions.

4. Managing the technical backlog and priorities and ensuring alignment with project goals and schedule.

5. Identifying and resolving technical problems and bottlenecks and proactively seeking solutions to potential challenges.

6. Providing technical guidance and mentoring to team members and fostering a culture of continuous learning and innovation.

7. Manage code quality through code reviews and ensure compliance with coding guidelines and standards. But also Continuously finding ways to improve

code quality standards 8. Evaluating and implementing new technologies and tools that can improve the effectiveness and efficiency of the team.

9. Documenting engineering designs architectures and processes to ensure clear communication and knowledge transfer.

Requirements:

• 10 years of experience in software development with a strong focus on technical leadership and project coordination.
• In-depth knowledge of software development principles and technologies and experience with multiple technologies and tools relevant to the project.
• Strong experience in developing technical architectures and designs and leading technical projects.
• Excellent problem-solving skills and the ability to analyze and solve complex technical issues.
• Managing technical backlogs and priorities.
• Strong communication skills with the capacity to work effectively with diverse teams and stakeholders.
• Experience with code review processes and ensuring code quality.
• Familiarity with version control systems such as Git and CI/CD tools eg. GitLab.

In addition to the generic description of the profile in the specifications we want the following project-specific requirements:

Knowledge of Azure Fundamentals - Knowledge Core Knowledge of Angular is a plus

Qualifications:

Certifications in relevant technologies and methodologies (e.g. TOGAF C4 DDD clean architecture ).

Experience with cloud platform Azure and developing cloud-native applications.

Develop Experience Terraform Angular

Knowledge of microservices architecture and container technologies such as Docker and Kubernetes.

Knowledge of security standards and best practices.

Experience leading multidisciplinary teams and fostering collaboration and innovation.

Experience with performance optimization and improving the scalability of software solutions.

5. Requirements:

Bachelors or Masters degree in a relevant field.

At least 10 years of experience.
