What Youll Do

Manages the assigned construction electrical non-manual employees and direct-hire electrical craft professionals for the CNS Construction organization. Ensures assigned construction operations are performed safely in compliance with specifications and within budget and performance schedules. Manages and performs general functions inherent in all supervisory construction management positions. Trains and develops current and future leadership including craft supervisors.

Ensures CNS and Construction site safety protocols are strictly implemented and followed. Overall responsibility for craft professional worker safety. Ensures strict adherence to all CNS and code requirements such as NFPA and NEC. Extensive knowledge of construction work processes lock out tag out (LOTO) and OSHA Safety requirements.

Monitors work activities and ensures the organizations quality and productivity requirements are being maintained including facility quality requirements. Supervises and directs assigned personnel and craft professionals for the successful execution of the construction activities. Responsible for problem and technical issues resolution. Prepares reports and forecasts including summary of construction progress craft staffing forecast cost and schedule forecasts and performs estimating for upcoming work.

Ensures the most current issued design documents are used to complete the work and that all design changes are approved prior to implementation. Ensures inspection packages (IPs) are followed. Ensures adherence to government and CNS compliance programs. Reviews and interprets design drawings and other project documents to determine if information is adequate for successful completion of construction activities. Participates in constructability and engineering reviews and develops cost and schedule estimates to support project pre-planning efforts. Assists with the preparation of change notices field sketches and generating as-built drawings.

Handles all personnel matters associated with work group including requirements of the bargaining unit contract. Evaluates craft hiring/reduction needs and makes recommendations evaluates performance coaches counsels rewards and disciplines employees as appropriate. Assesses needs and identifies craft training requirements.

Coordinates activities with other site organizations or areas as required by Construction Management. Provides leadership and personal interaction to promote positive work environment and encourages individual involvement. Approves craft time records using established system. Assists in revising/updating current construction processes. Assists in coordinating required Escort Packages permits/clearances work start approvals lockouts and work authorizations prior to commencing work on site. Participates in plan of the day/week meetings as needed.

Assists in the preparation of material requisitions for tools consumables and project bulk construction items and ensures that the Crafts have the tools they require to be safe and productive. Monitors equipment and tool usage by direct-hire craftsmen.

Minimum Job Requirements

  • Bachelors degree: Minimum 7 years of relevant experience.
  • OR 15 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • In addition the applicant must meet the requirements of DOE O 426.2A (i.e. High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).

Preferred Job Requirements

  • A Bachelors degree in Construction/Engineering with 7 years of experience OR 15 years of progressive experience as construction Superintendent Field Engineer Construction Manager or Craft Supervisor can be considered for equivalency.
  • Must have knowledge of all phases of Construction operations and job site management with a heavy emphasis in electrical. Must have a strong commitment experience and understanding of maintaining safety & quality throughout the Construction process. Must be able to abide by the site construction craft work rules safety handbook and Construction Labor Agreement. Must be able to enforcement the rules and apply discipline when the rules are not being followed.
  • Requires great interpersonal teaming verbal and written communication skills
  • Experience with estimating various project scopes and determining manpower for meeting the cost/schedule. Demonstrates an ability to synthesize and create cost effective solutions meeting project objectives. Excellent organizational and communication skills and able to interact with all levels of personnel. Must be able to communicate with engineers and resolve issues beginning with conceptual design constructability reviews through final installation and turnover. Capable of working with no direction while under pressure with the ability to resolve conflicts within required constraints. Must have practical Construction experience in recognizing resource allocations for meeting schedule. Experience in following Job Hazards/Controls and Inspection Packages.
  • Preferred candidates will have experience with operations performed at Y-12 National Security Complex and/or the Oak Ridge Reservation and experience with craft supervisory functions related to field construction under the Construction Labor Agreement and worker protection methods to ensure worker safety is required. Knowledge of project-specific environmental compliance requirements NNSA/DOE compliance standards
  • Ability to obtain Rad Worker II qualification
  • Knowledgeable with Microsoft Office and other computer programs
