Position Summary

This position is responsible for the complex engineering inspection of water and sewer infrastructure.


Key Duties & Responsibilities

  • Provide engineering operational support and technical analysis related to utility planning infrastructure design construction preservation and management.
  • Perform inspection of water sanitary and storm sewer projects to ensure compliance with material labour and installation specifications established in accordance with the City of Regina Standard Construction Specifications Development Standards Manual and engineered drawings. Inspections include various field tests such as soil compaction densities and analysis of material suitability.
  • Promote enforce and assure compliance of personnel equipment materials contractors and consultants at work sites to meet Provincial Occupational Health and Safety Act National Safety Code City of Regina Occupational Health and Safety Manual City of Regina Standard and Emergency Operating Procedures and legislative and regulatory requirements.
  • Inspect assess monitor and document water and sewer infrastructure conditions including field inspections and review of CCTV data and field reports and make specific recommendations for repair and servicing based on inspection results.
  • Provide training supervision and leadership to ensure field projects and service schedules are carried out efficiently effectively respectfully and safely in accordance with legislation policies practices and standards.
  • Perform water quality sampling analysis of chlorine residuals collection of samples to ensure safety of water distribution system and fulfill mandated testing and water quality requirements.
  • Interpret legislation specifications blueprints diagrams manuals City policies and standards and ensure work is performed in accordance with prescribed procedures and methods.
  • Prepare sketches engineering drawings as-built mark ups material and parts lists as required for clarification of project requirements or production of as-built drawings.
  • Input extract and manipulate computer data for purposes such as quantity takeoffs performance tracking etc.
  • Investigate assess and prepare written documentation and recommendations in regards to active or proposed construction operations or events.
  • Coordinate resources communication and work activities with other supervisory staff and employees to establish or adjust work schedules processes and programs to meet required deadlines targets goals and objectives.
  • Research and coordinate information as required.
  • Pick up and deliver materials required for testing sampling and inspections.
  • Perform other related duties as required.

Key Qualifications

  • Successful completion of a minimum of four relevant post secondary educational courses (ie. engineering mathematics computer or business) (Grade XII Algebra Trigonometry Calculus Statistics Chemistry or Physics will be considered as equivalent to post secondary educational courses)
  • Minimum of four (4) years experience in inspection and testing of water and sewer infrastructure.
  • Knowledge of supervisory and leadership principles and practices.
  • Diverse knowledge of engineering principles field practices materials construction methods testing procedures and equipment (i.e. soil compaction use of densometer chlorine residuals and bacteria sampling leakage testing and flow monitoring) involved in water and sewer infrastructure construction and maintenance including adherence to City of Regina Development Standards Manual and City of Regina Standard Construction Specifications.
  • Demonstrated ability to interpret engineered drawings specifications and technical literature.
  • Ability to prevent and resolve conflict and establish and maintain effective working relationships with others.
  • Demonstrated ability to listen understand and respond to public and internal inquires/concerns both verbally and in written form in an acceptable sensitive positive and respectful manner.
  • Ability to operate computer equipment and office productivity software such as Excel Access Word etc. to input and retrieve data prepare computations reports and send electronic mail.
  • Demonstrated ability to interpret understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act National Safety Code City of Regina Occupational Health and Safety Manual and City of Regina Standard and Emergency Operating Procedures.
  • Demonstrated ability to work independently and/or as a contributing member of the team exercising initiative and good judgement to complete work assignments and contribute toward a positive work environment.
  • Ability to make technical and business computations compilations estimates analysis and evaluations.
  • Ability to work effectively in the metric and imperial units of measure.
  • Demonstrated ability to create and maintain a safe respectful and innovative work environment.

Working/Other Conditions

  • Must possess a valid Class 5 Drivers License and have a vehicle available for work usage (travel allowance is provided).
  • May be required to obtain applicable certification as identified under the Saskatchewan Water and Wastewater Operator Certification Standards 2002.
  • Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform the work and maintain status.
  • Will be required to work from variable bases of operation.
  • Must be able and willing to perform work of a physical nature in all types of plants field environments and inclement conditions.
  • Must be willing to perform overtime work shift and/or irregular hours.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
