DescriptionThis position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistans agri-trade ecosystem through enhanced regulatory oversight facilitation and modernization of food safety and trade processes. The selected candidate will be part of NAFSAs foundational team contributing to the development of systems processes and institutional capabilities.
Responsibilities:
- Manage plant import compliance operations at seaports airports land borders and inland clearance facilities in accordance with notified phytosanitary laws rules and SOPs.
- Supervise risk-based inspection and clearance of imported plants and plant products including documentary verification physical inspection and sampling as applicable.
- Verify phytosanitary certificates and associated documentation; identify discrepancies fraud indicators and compliance gaps.
Oversee implementation and verification of required treatments detention re export destruction or other authorized measures for non-compliant consignments. - Coordinate operationally with Customs and other border agencies to ensure compliant and timely clearance of consignments.
- Enforce emergency and special phytosanitary measures notified for high-risk commodities/origins and maintain readiness for rapid response.
- Maintain national import compliance records including inspection outcomes interceptions treatments and enforcement actions.
- Implement corrective actions arising from audits reviews and international obligations related to imports and prepare periodic compliance reports.
- Perform any other responsibilities assigned by the reporting officer in support of NAFSAs mandate.
RequirementsEducation:
- . (Hons.) / MPhil (minimum eighteen years of education) in Agriculture with specialization in Entomology Plant Protection Plant Pathology Weed Science or related field.
Experience:
- Minimum 8 years of relevant experience in plant quarantine import inspection border compliance or SPS operations.
- Strong knowledge of phytosanitary import requirements risk-based inspection and emergency measures.
- Ability to supervise field operations and coordinate with border agencies.
- Strong integrity documentation and reporting skills.
